Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to approve the proposed site plan for Northern Airgas contingent upon compliance with the City Staff Review Letter dated October 16, 1997, accesses as proposed onto Radium Street, and a favorable review by the Business Park 95 Architectural Review Board. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and Zimmerman. Voting No: None. Case #6: Request for Revised Site Plan Review for a Hotel; Case of L.A.N.D. Properties Zoning Administrator Frolik stated that in 1996, the City Council approved a site plan for L.A.N.D. Properties to develop a retail center on Lot 1, Block 1, Riverview Estates. The site plan has been revised to accommodate the development of a Comfort Suites hotel. The site is properly zoned for a hotel. The three-story hotel proposed is 17,543 square feet in size, with an option for a future expansion of 3,468 square feet. The ultimate development proposal is in compliance with the 35% building coverage restriction. However, the site is also subject to the regulations of the Mississippi River Critical Overlay District which restricts impervious surface to 30%. The applicant obtained a variance in 1996 from the City and DNR for a 77% impervious surface coverage. The DNR has been notified that the impervious surface on the site will decrease to 55% and they will most likely require a new request for variance certification along with a revised set of plans. There will be one access onto Sunfish Lake Boulevard. The two accesses previously proposed onto Riverdale Drive will be decreased to one. With regard to the access onto Highway #10, the applicant has revised it to a right-in only with a right turn lane in accordance with MnDOT's recommendations in 1996. The exterior is proposed to be faced with a synthetic stucco. The false front monument at its highest point is 44'6" from grade. The Board of Adjustment granted a variance to the height restriction. The site plan complies with Code requirements for structure setbacks and number and design of off-street parking spaces. Staff is requiring development of a pedestrian path parallel to Sunfish Lake Boulevard and also requesting more detail on the waste enclosure, landscaping, lighting and drainage. Ms. Frolik pointed out that this is a tax increment financing project under the instant equity program the City has been operating. The City expenses toward the project are recovered within the time frame of the TIF District. She noted that Craig Miller of Miller Architects is present to answer any questions. Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to approve the revised site plan for L.A.N.D. Properties for a hotel on Lot 1, Block 1, Riverview Estates, contingent upon compliance with the October 16, 1997 City Staff Review Letter and obtaining a DNR certified variance to height and impervious surface restrictions.
