Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to approve the <br />proposed site plan for Northern Airgas contingent upon compliance with the City Staff Review <br />Letter dated October 16, 1997, accesses as proposed onto Radium Street, and a favorable review <br />by the Business Park 95 Architectural Review Board. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />Case #6: <br /> <br />Request for Revised Site Plan Review for a Hotel; Case of L.A.N.D. <br />Properties <br /> <br />Zoning Administrator Frolik stated that in 1996, the City Council approved a site plan for <br />L.A.N.D. Properties to develop a retail center on Lot 1, Block 1, Riverview Estates. The site <br />plan has been revised to accommodate the development of a Comfort Suites hotel. The site is <br />properly zoned for a hotel. The three-story hotel proposed is 17,543 square feet in size, with an <br />option for a future expansion of 3,468 square feet. The ultimate development proposal is in <br />compliance with the 35% building coverage restriction. However, the site is also subject to the <br />regulations of the Mississippi River Critical Overlay District which restricts impervious surface <br />to 30%. The applicant obtained a variance in 1996 from the City and DNR for a 77% impervious <br />surface coverage. The DNR has been notified that the impervious surface on the site will <br />decrease to 55% and they will most likely require a new request for variance certification along <br />with a revised set of plans. There will be one access onto Sunfish Lake Boulevard. The two <br />accesses previously proposed onto Riverdale Drive will be decreased to one. With regard to the <br />access onto Highway #10, the applicant has revised it to a right-in only with a right turn lane in <br />accordance with MnDOT's recommendations in 1996. The exterior is proposed to be faced with <br />a synthetic stucco. The false front monument at its highest point is 44'6" from grade. The Board <br />of Adjustment granted a variance to the height restriction. The site plan complies with Code <br />requirements for structure setbacks and number and design of off-street parking spaces. Staff is <br />requiring development of a pedestrian path parallel to Sunfish Lake Boulevard and also <br />requesting more detail on the waste enclosure, landscaping, lighting and drainage. Ms. Frolik <br />pointed out that this is a tax increment financing project under the instant equity program the <br />City has been operating. The City expenses toward the project are recovered within the time <br />frame of the TIF District. She noted that Craig Miller of Miller Architects is present to answer <br />any questions. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to approve the <br />revised site plan for L.A.N.D. Properties for a hotel on Lot 1, Block 1, Riverview Estates, <br />contingent upon compliance with the October 16, 1997 City Staff Review Letter and obtaining a <br />DNR certified variance to height and impervious surface restrictions. <br /> <br />Motion carried.
