<br />CASE # <br /> <br />I <br /> <br />REQl!EST FOR A CONDITIONAL USE PERMIT FOR MILESTONE RADIO <br />TO CONSTRUCT RADIO ANTENNA: <br />CASE OF MILESTONE RADIO <br />By: Tim Gladhill, Management Intern <br /> <br />Background: <br /> <br />Milestone Radio has submitted a site plan for the construction of an eighty (80) foot radio <br />antenna on the property of 14443 Armstrong Blvd NW. Antennas require a conditional use <br />permit (CUP). <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Public hearing mailing list <br />c) Site Plan <br />d) Proposed antenna elevations <br />e) Draft Planning Commission minutes, dated July 11, 2007 <br />t) Proposed findings of fact <br />g) Proposed conditional use permit <br /> <br />Notification: <br /> <br />In accordance with State statute, Staff attempted to notify owners of property within 350 feet of <br />the Subject Property ofthe applicant's request and the public hearing. <br /> <br />Observations: <br /> <br />The subject property is 1.35 acres. Milestone Radio is applying for a CUP to construct an eighty <br />(80) foot lattice design radio antenna in order to operate several radio stations on the subject <br />property. The applicant is proposing to house twelve (12) radio studios in the existing structure <br />on the subject property. The antenna is needed to beam the radio signals to the various repeater <br />towers that broadcast the stations. <br /> <br />City Code states that wireless telecommunications towers shall be constructed of a monopole <br />design unless Council determines that an alternative design is warranted. City Code does not <br />establish any specific design for antennas, except that they should blend into the surrounding <br />environment through color and design. <br /> <br />Towers of monopole design are designed to have some minimal movement to sustain wind loads. <br />This movement is sufficient for broadcasts such as cell phone towers, as they do not require <br />pinpoint accuracy. However, the Applicant's radio broadcast is dependent on a completely <br />stationary antenna in order to beam a signal directly to a second repeater tower, which in turn <br />broadcasts the station. A lattice designed antenna would meet such needs of the radio station. <br /> <br />City Code also requires that the foundation of the antenna be set back 1.5 times the height of the <br />antenna to any property line adjacent to a residential district.
