We offer the follO\ving comments: <br /> <br />General: The site plan is proposing a 4,434-square foot addition onto the existing Northern <br />Counties Secretarial Services building locate'd at 6139 157th Lane NW. The addition is proposed <br />to accommodate a daycare facility; a renovation of the existing building is proposed to <br />accommodate a ne";\7 delicatessen. <br /> <br />Zoning: The :Site is zoned R-l Residential: Rural Developing. The secretarial service has an <br />existing Conditional Use Permit that allows for office and daycare uses in a residential area. You <br />have requested an amendment to the CUP to add the deli, which ,vill be considered by the City <br />Council along ,vith your site plan request. <br /> <br />Because this is a commercial operation located in a residential district, B-1 Business District <br />zoning requirements "Will be used to evaluate the proposal. The existing CUP for the business <br />also. has some specific setback requirements called out, which will be reviewed as well. <br /> <br />Acc~~s: The site currently has one access from 157m Avenue, and a second, unused and gated <br />access .off of 158m Avenue. No changes are proposed to the existing access as part of the <br />building expansion. The site plan ,vas submitted to Anoka County for review and comment; no <br />comments have been received to date. <br /> <br />There was considerable discussion at the Planning Commission meeting about traffic patterns <br />related to the daycare operation, specifically during drop-off and pick-up times, and the <br /> <br />-149- <br />
