<br />Site Plan Review and CUP Amendment: Northern Counties Secretarial Services Expansion <br />July 3,2007 <br />Revised: July 19, 2007 <br />Page 3 of4 <br /> <br />Waste Stora.ge: City Code requires 'waste storage facilities to be enclosed. There is a note on the <br />site plan that a trash and recycling area 'will be located on the site at a future date. If any area is <br />to be located outside, it must be fully screened and meet the setback requirements discussed <br />above. <br /> <br />Signs: The site plan also notes that new signage may be planned for the building. Any new <br />signage requires a separate sign permit, which is reviewed by City Staff. <br /> <br />Off-Street Parking _ Spaces Required: City Code requires one parking stall for every 300 <br />square feet of office-type uses, and one space per three seats for restaurant-type uses. The <br />existing office space combined with the new daycare will total 9,619 square feet. The narrative <br />submitted with the site plan indicates the deli will have 48 seats. Based on these numbers, 48 <br />parking spaces would be required. The site plan indicates 48 striped parking spaces, with <br />additional expansion space as needed. <br /> <br />Off-Street Parking - Design: The existing parking area is not proposed to. be expanded or <br />upgraded as part oftbis project. There are portions of the parking area that are in need of repair. <br />Staff is recommending that the unneeded and deteriorating portion of the parking lot be removed <br />and restored to turf. The portion of bituminous to remain should be considered for a bituminous <br />overlay. <br /> <br />Lighting: City standards require that the luminaire (light source) must not be visible from <br />beyond the property line. Shop dravvings of any ne'iV lighting fixtures should be submitted to the <br />City for approval prior to installation to assure compliance 'with the City's commercial lighting <br />standards. <br /> <br />Landscaping: The submitted landscaping plan is generally acceptable with the following <br />comments: <br />. Trees should be planted at a depth such that the root flare is at fInished grade. <br />s At installation, pruning is not necessary except for broken or deformed branches (do <br />NOT prune 1/3 of foliage as shown in the tree planting detail). <br />. Any pruning cuts that are necessary shall be made just outside the branch collar, NOT <br />flush with bark. <br /> <br />The Planning Commission directed Staff to review the bufferyard requirements between <br />residential and commercial properties (R-l and B-1 districts) in order to add more landscaping to <br />the site for screening purposes, with particular attention to be paid to the northern and southern <br />property lines. There appears to be signilicant tree cover along the northern boundary that would <br />exceed the minimum bufferyard requirements; although, some shrubbery could be added along <br />the north side of the parking lot to help limit headlight glare. The bufferyard standards would <br />not strictly apply to the southern boundary as it abuts a public road rather than a residential <br />property. But, additional coniferous plantings, in the form of both trees and shrubs, could be <br />added to help screen the parking area and the daycare play area.
