<br />Chairperson Elvig suggested including a mandate in the policy requiring the improvements to be <br />completed at the point of sale. <br /> <br />Case #3: <br /> <br />Update on Storm Water Improvements in Fox Ridge Estates <br /> <br />City Engineer Jankowski stated project 07-03 of the 2007 Street Maintenance Program includes <br />thesealcoating and cracksealing of Fox Ridge Estates. In investigating drainage issues at the <br />intersections of Potassium Street with Potassium Court and 172nd Lane it has become apparent <br />that storm sewer would be the best solution to resolving the drainage problems that exist along a <br />1,200 foot segment of roadway. The storm sewer installation will affect half of the 30 foot wide <br />roadway and will not be able to be scheduled until mid to late August. Mr. Jankowski stated it <br />would therefore not be advisable to sealcoat this segment of street in July with the remainder of <br />this subdivision. Staff would propose that this segment be eliminated from this year's program <br />and placed on the 2008 sealcoat schedule. As a result of this elimination four properties proposed <br />for the $252 sealcoat assessment will not receive sealcoating of any of their frontage in 2007 and <br />another 5 properties will receive a partial sealing of their street frontage. The issue to be <br />addressed is how these properties should be treated relative to assessments for the 2007 program. <br />Sealcoat assessments are proposed but not assured of being eliminated in 2008. Mr. Jankowski <br />advised staff recommends that all 9 properties affected be retained on the 2007 assessment role <br />for project 07-03 and that a letter be sent to these residents explaining the schedule for storm <br />sewer and seal coating improvements and the decision on the 2007 sealcoating assessment. <br /> <br />Chairperson Elvig inquired what would happen with the 9 properties that are not included in the <br />sealcoat schedule in 2007. <br /> <br />City Engineer Jankowski replied the portion that is not sealcoated would be done next year. <br /> <br />Public Works Director Olson explained Potassium Court would probably not be done, including <br />the whole width of the street and the entrance to 172nd Lane. Half of the road would have brand <br />new pavement and be brought up to grade this year, but to have a uniform look the sealcoating <br />should be done next year. He requested discussion of the idea of these properties being <br />reimbursed next year if it is decided to eliminate the assessments in the budget cycle. The point <br />is that they are not sure how the budget discussion will play out at this time. <br /> <br />Chairperson Elvig noted when an assessment is done it is because the work is in front of the <br />property owner's yard. However, it is a pin number for the entire project that is split up equally. <br />It is hard to drop these properties out of the whole network of participation, but the work would <br />not be done in front of their yard. <br /> <br />City Engineer Jankowski indicated essentially the City would not be incurring the cost this year <br />by dropping these properties out, and it would not affect the cost of the other people in the <br />project. <br /> <br />Chairperson Elvig commented the problem is that it is a slippery slope to start charging for <br />something that has not been done.
