<br />City Engineer Jankowski suggested if the assessments will be dropped a letter could be written to <br />the property owners informing them about the storm sewer project and that it will be rescheduled <br />for next year, and informing them that they will be dropped from this year's assessments and <br />assessed next year as a separate project. <br /> <br />The consensus of the Committee was that the properties that do not receive the sealcoating <br />should not be assessed in 2007. <br /> <br />Councilmember Dehen questioned if staffs concern is that there may be a cry of unfairness <br />about the assessments and individuals being treated unfairly. <br /> <br />City Engineer Jankowski replied the concern with staffs recommendation was that people would <br />call the City to ask why they should pay for something they did not receive. <br /> <br />Public Works Director Olson indicated that is the first point, but the question is also where to <br />. draw the line and stop with the sealcoating. <br /> <br />Chairperson Elvig suggested eliminating the property on the end of Potassium Court from the <br />sealcoating, rather then only sealcoating a portion of the property. <br /> <br />The Committee and staff reviewed the map of Fox Ridge Estates and determined the properties <br />to be eliminated from the seal coating and assessment in 2007. <br /> <br />Motion by Chairperson Elvig, seconded by Councilmember Olson, to recommend to City <br />Council that 15. properties along the area of 172nd Lane and Potassium Street would not be <br />assessed for sealcoating in 2007 due to a delay in the storm water improvement project, and that <br />the properties would be included in the sealcoat assessments for the 2008 Street Maintenance <br />Program after the final sealcoating is completed. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Olson and Dehen. Voting <br />No: None. <br /> <br />Case #4: <br /> <br />Consider Policy Regarding Lined Pond Maintenance <br /> <br />City Engineer Jankowski stated the utilization of storm water ponds has evolved into a basic <br />element of subdivision design. Many of the storm water ponds constructed within the City are <br />constructed below the water table making them normally wet ponds which provides an aesthetic <br />benefit to the subdivision. For those ponds which cannot be constructed into the water table there <br />is an increasing desire to achieve the aesthetic function of open surface water by installing an <br />impermeable lining for ponds which would otherwise be dry as a result of percolation through <br />the sandy soils. Mr. Jankowski reviewed that this topic was discussed by the Public Works <br />Committee on May 15, 2007 and it was recommended by the City Council that a policy be <br />prepared and adopted.
