<br />POLICY BOARD BUSINESS <br /> <br />Case #1: <br /> <br />Update on Completing the Functions and Values Analysis on <br />Remaining Wetlands <br /> <br />Environmental Coordinator Anderson reminded EPB members that on April 24, 2007, <br />the City Council did adopt the Municipal Wetland Management Classification Map. <br />Staff was directed to complete the ground-truthing of the remaining wetlands that were <br />not ground-truthed by Westwood Professional Services. The comprehensive surface <br />water management contract was awarded to Bolton & Menk, Inc on May 8, 2007. Bolton <br />& Menk had included $30,000.00 in their proposal to complete wetland ground-truthing. <br />The Engineering Division has given them a July 25th deadline for the first draft of the <br />entire plan to ensure its availability and incorporation into the comprehensive plan <br />update. <br /> <br />Board Member Max asked if they have been out to view any of the wetlands prior to <br />June. <br /> <br />Environmental Coordinator Anderson stated Bolton and Menk, Inc. was only awarded the <br />contract on May .8th. The field work should be completed around the beginning of July. <br />Door hangers will be used to provide advance notice to residents that Bolton & Menk, <br />Inc. will be in the area evaluating wetlands. Bolton & Menk, Inc. has agreed to meet <br />with the EPB at the July meeting to update them on their work. <br /> <br />Chairperson McDilda commented that it will be interesting to see how the other ground- <br />truthing classification maps match up with the existing aerial maps, and how many of the <br />wetlands stay at the same classification once the results of ground-truthing are completed. <br /> <br />Environmental Coordinator Anderson concurred and noted that those categorized as <br />Manage 2 could be either upgraded or downgraded whereas the Manage 3 wetlands could <br />go nowhere but up. <br /> <br />Board Member Max stated that members of the EPB were surprised that things were <br />upgraded from the original projections. He commented that it would be nice to have <br />things upgraded even more, especially going into comprehensive planning. <br /> <br />Chairperson McDilda stated that reclassifications of wetlands caused a lot of discussion. <br />He stated that as preliminary plats come in, the City will have to delineate the boundaries <br />of the wetlands. There are rules and restrictions as to howthe delineation is done. It <br />could cause more discussion in the future. <br /> <br />Environmental Coordinator Anderson stated it isn't a new thing for developers to be <br />required to delineate wetlands. The Department of Natural Resources (DNR) has <br />regulations. It won't create a new wrinkle in the timing of developments. <br /> <br />Chairperson McDilda stated it will now make things more identifiable on the maps and <br />hold developers more accountable. <br /> <br />Environmental Policy Board/June 4, 2007 <br />p.age 2 of 7 <br />
