FINDINGS — FINANCIAL STATEMENT AUDIT <br />MATERIAL WEAKNESSES <br />2001-1 SEGREGATION OF DUTIES <br />Condition — Due to the limited size of the City's office staff, the City has limited segregation of <br />duties in several areas. <br />Criteria — One important element of internal accounting controls is an adequate segregation of <br />duties that minimizes the opportunities for any one individual to be in a position to both <br />perpetrate and conceal errors or irregularities in the normal course of business. <br />Effect — Because of the limited size of the City's office staff, several areas exist where the <br />segregation of duties allows for such opportunities. <br />Recommendation — We recommend that the City continue to segregate duties as best it can <br />within the limits of what the City considers to be cost beneficial. <br />Response — The City reviews and makes improvements to its internal controls on an ongoing <br />basis, and attempts to maximize the segregation of duties in all areas within the limits of the staff <br />available. However, the City does not consider it cost beneficial at this time to increase staff in <br />order to further segregate accounting functions. <br />C.
