Absent: Commissioner Levine. <br /> <br />Case #3: <br /> <br />Request for Preliminary Plat Review of Regency Pond 4th Addition; Case of <br />TSM Development, Inc. <br /> <br />Management Intern Gladhill stated TSM Development, Inc. has submitted a preliminary plat <br />application as part of their plan to construct 3 self-storage buildings and 3 commercial retail <br />buildings on the property generally located on Ramsey Blvd. and Bunker Lake Blvd. <br /> <br />Management Intern Gladhill advised the preliminary plat proposes to replat Outlot A of Regency <br />Pond and two unplatted residential parcels into four commercial lots. All 4 proposed lots are <br />currently zoned E-1 Employment; the applicant is requesting a rezoning for the 3 comer lots to <br />B-1 Business. Accordingly, E-1 standards were usedto review Lot 1, and B-1 standards were <br />used to review Lots 2, 3, and 4. All four lots meet the area and dimensional requirements in City <br />Code. The grading, drainage, utility, and landscaping plans are being reviewed as part of the <br />CNP Storage site plan. Drainage and utility easements are required over the watennain to be <br />constructed for this project. A new cul-de-sac will be constructed at 148th Avenue NW; as was <br />approved in 2004; the cul-de-sac bulb is smaller than City Code requires, but traffic will be <br />limited. <br /> <br />Management Intern Gladhill noted the plat proposes access off Ramsey Blvd and Bunker Lake <br />Blvd. As is discussed in the site plan case, staff is waiting for comments from the County on the <br />proposal but the applicant reports that County staff is agreeable to the access as shown. <br /> <br />Management Intern Gladhill stated Staff is recommending approval of the preliminary plat, <br />contingent upon compliance with the City Staff review letter and the future variance to cul-de-sac <br />size. Due to an oversight in publications, Staff recommends a public hearing for the preliminary <br />plat be held at the City Council meeting. <br /> <br />Motion by Commissioner Nixt, seconded by Commissioner Hunt, to recommend that the City <br />Council grant approval of the proposed preliminary plat contingent upon compliance with City <br />Staff Review Letter dated July 26, 2007. <br /> <br />Planning Commission/August 2, 2007 <br />Page 4 of 16 <br />
