<br />Chairperson Nixt called the public hearing to order at 9:41 p.m. <br /> <br />Presentation <br /> <br />Management Intern Gladhill stated the City has received an application from Jeff Anderson for a <br />home occupation permit to operate an alternative healing business in his home located at 14341 <br />Potassium St NW. The business consists of use of a biofeedback alternative healing system. The <br />applicant anticipates approximately one (1) to three (3) clients per week in the beginning. The <br />proposed home occupation will not include any non-resident employee, just the two home <br />owners. <br /> <br />Management Intern Gladhill stated City Code restricts home occupations to 20% of the gross <br />floor area of the home. The proposed alternative healing system would be conducted in one <br />room of the home making up a total of 3% of the gross floor area of the home. All necessary <br />equipment and appliances are typical residential units with standard voltages. There will be no <br />exterior evidence of the business; no signs will be displayed and there will be no outside storage <br />of equipment or merchandise. City staff recommends approval of the request for a home <br />occupation pennit. <br /> <br />Citizen Input <br /> <br />Mr. Jeff Anderson stated this is a bio-feedback machine that does a diagnostics on the body to <br />indicate deficiencies. He stated with the cost of the machine, it is cheaper to buy it than to see <br />someone to perform the diagnostics on them so they are starting a homeopathic business. <br /> <br />Chairperson Nixt wondered what the hours of operations would be. <br /> <br />Mr. Anderson stated this would be part time evening during the week and weekends. Mr. <br />Anderson indicated the clients would be on site one to three hours. Mr. Anderson indicated the <br />equipment consists of a laptop computer with an external box and he stated there is no <br />certification needed for the use of the machine. Mr. Anderson explained how the machine would <br />work and what it detennines. <br /> <br />Motion by Commissioner Nixt, seconded by Commissioner Brauer, to close the public hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Brauer, Cleveland, Hunt, Trites <br />Rolle, and Van Scoy. Voting No: None. Absent: Commissioner Levine. <br /> <br />The public hearing closed at 9:46 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Nixt called the regular meeting of the Planning Commission back to order at 9:46 <br />p.m. <br /> <br />Planning Commission/August 2, 2007 <br />Page 6 of 16 <br />
