<br />9.12 Signs <br /> <br />9.12.01 Purpose. The purpose ofthis Section is to protect and promote the general welfare, <br />health, safety-,- and order within the City of Ramsey through the establishment of a comprehensive <br />and impartial series of standards, regulations-,- and procedures governing the erection, use and/or <br />display of devices, signs or symbols serving as a visual communicative media to persons situated <br />within or upon public rights-of-way or private properties. The provisions of this Section are <br />intended to encourage creativity, a rensonable degree of freedom of choice and speech, an <br />opportunity for effective-,- communicntion_-Gommunicative media while setting standards to ensure <br />greater public goals. The specified public goals include, but are not limited to, avoiding traffie <br />hazards, maintaining property values, preserving aesthetic importance, and protecting the general <br />health, safety, and welfare of the community. The intent of this section is to regulate the size, <br />location. number, type, and construction materials of all signs in order to achieve the above <br />specified (2:oals. It is not meant to limit freedoms of speech or any type of non-commercial speech <br />orexpression.a.nd a sense of concern for the ~;isualamcnitieo on th-e pnrt of those designing and <br />displaying communicative media for the types regulated by this Section, \vhilc at the same time <br />assuring that the public health nnd v,'slfMe is not endangered. <br /> <br />9.12.02 Defmitions. The following words and terms wherever they occur in this Code shall <br />be construed as herein defmed.
