All signs, except those described in 99.12.16 (Exemptions) shall <br />require permits and payment of fees unless otherwise provided for. No permit is required for the <br />maintenance of a sign or for a change of copy on printed, or changeable copy signs. Permits are <br />required for all existing, new, relocated, modified or redesigned signs that are not exempted under <br />99.12.16. <br /> <br />9.12.16 Permit Fees. The permit fee for permanent and temporary SIgnS shall be as <br />provided by City Council resolution. <br /> <br />9.12.17 <br /> <br />Exemptions <br /> <br />Subdivision 1. The exemptions permitted by this Section shall apply only to the <br />requirement of a permit ancLLeF fee and shall not be construed as relieving the installer of the sign, <br />or the owner of the property upon which the sign is located, from conforming :wit:frto the other <br />provisions of this Ordinance. The following: signs are exempt from a permit and associated fee: . <br /> <br />a. Si01s. monuments. or seasonal decorations erected on residentially zoned <br />property. Signs installed must follow the provisions set forth within this <br />Section. <br /> <br />Subd. 2. f.. permit, but no fee, is required under tins Section for the follo~N';..ng signs: <br /> <br />a. Temporary or permanent signs erected by a non profit organization, as defined by Intemal <br />Revenue Code, Section 503C. <br /> <br />b. Signs erected by a go~.'ernmental unit or public school district. <br /> <br />c. POliable signs, balloons, streamers, gas filled figures,. ~,\'llli'ling devices and revoh'ing <br />searchlights used in conjunction with a public e~,'ent or grand opening for a period of up to thirty <br />(30) days sUlTounding the public event or grand opcinng only. <br /> <br />d. On site construction signs having a sign area of eighty (80) square feet or less. <br /> <br />e. On premise directionaLfinfonnation signs having a sign area of four (1) square feet or less. <br />Su.bd. 3. No permit or fee is required under tIlls Section for the following <br />~ <br />b. A window sign not exceeding thirty percent (30%) ofthe window area. <br /> <br />b.
