<br />Temporary Sign - A sign which is erected or displayed for a limited period of <br />time and not affixed to a structure. <br /> <br />Wall Sign - Any sign which is affixed to a wall of anybuilding. This definition <br />includes individual letter signs and signs on mansards, or awnings and banners permanently <br />attached to building facades. <br /> <br />Window Sign - A sign installed inside a window, or any sign placed within a <br />building for the purpose of being visible from the public right-of-way. This does not include <br />merchandise on display. <br /> <br />Zoning Administrator - The person charged with the administration and <br />enforcement of this Section. <br /> <br />SECTION 3 DELETIONS: The Entirety of Section 9.20.25~ subdivision 7 shall <br />be deleted from City Code~ as replaced bv the chanf!es proposed in <br />AMENDMENTS hereto within this Ordinance. <br /> <br />SECTION 4 AMENDMENTS: The Followinf! shall be replace the entirety of <br />Section 9.12 "Sif!ns" in Chapter Nine of City Code <br /> <br />9.12 Signs <br /> <br />9.12.01 Purpose. The purpose of this Section is to protect and promote the general <br />welfare, health, safety, and order within the City of Ramsey through the establishment of a <br />comprehensive and impartial series of standards, regulations, and procedures governing the <br />erection, use and/or display of devices, signs or symbols serving as a visual commUnicative <br />media to persons situated within or upon public rights-of-way or private properties. The <br />provisions of this Section are intended to encourage creativity, freedom of choice and speech, an <br />opportunity for effective, communicative media while setting standards to ensure greater public <br />goals. The specified public goals include, but are not limited to, avoiding traffic hazards, <br />maintaining property values, preserving aesthetic importance, and protecting the general health, <br />safety, and welfare of the community. The intent of this section is to regulate the size, location, <br />number, type, and construction materials of all signs in order to achieve the above specified <br />goals. It is not meant to limit freedoms of speech or any type of non-commercial speech or <br />expressIOn. <br /> <br />9.12.02 <br /> <br />General Performance Standards for All Zoning Districts <br /> <br />132 <br />
