<br />Subdivision 1. Location. No sign shall be erected or temporarily placed within <br />any street or public right-of-way or upon any public easement, unless erected by a government <br />agency with the intent to increase the health, safety, or welfare of the community. <br /> <br />Subd. 2. Illumination. External illumination for signs shall be so <br />constructed and maintained that the source of light is not visible. <br /> <br />Subd. 3. Temporary Signs. Temporary signs are allowed for up to 6 weeks <br />per year, upon pemlitting, within any zoning district. Temporary signs are allowed in all zoning <br />districts, but must follow the regulations with regard to the respective zoning district. Portable <br />signs are allowed on a temporary basis on commercially or industrially zoned property. <br />Temporary signs are limited to 50 square feet in size, unless otherwise specified in this Section. <br /> <br />Subd. 4. Automatic, Changeable Copy Signs. Any sign, temporary or <br />permanent, that is defined by this Section as an automatic, changeable copy sign, is subject to the <br />following regulations: <br />a. Limited in size to 25 square feet. <br />b. Copy must not change more than 10 times per minute or every SIX <br />seconds. <br />c. No scrolling or flashing messages or lights are permitted, as defined by <br />this Section. <br /> <br />Subd.5. <br /> <br />Maintenance <br /> <br />a. The surface and structure of all signs must be kept refinished as necessary to <br />prevent the sign surface from becoming unkempt in appearance. The <br />Zoning Administrator shall use the following guidelines to determine if the <br />sign is unkempt: evidence of rust, peeling paint, structural damage, message <br />damage, and/or weathering. <br /> <br />b. When any sign for which a permit is required is removed, the Zoning <br />Administrator shall be notified and the entire sign arid its components shall <br />be removed. <br /> <br />c. The permit owner shall be responsible for all of the requirements of this <br />Section, including the liability for expense of removal and maintenance <br />incurred by the City. <br /> <br />Subd. 6. <br />in all zoning districts: <br /> <br />Unauthorized Signs. The following signs are unauthorized signs <br /> <br />a. Any sign, marking, or device which purports to be an imitation of or <br />resembles any official traffic control device or railroad sign or signal, or <br />emergency vehicle signal, or which attempts to direct the movement of <br /> <br />133 <br />
