<br />Prelimina7Y Plat Review - Regency Pond 4th Addition <br />July 29,2007 <br />Page 2 of3 <br /> <br />Streets: The site is located on Ramsey Blvd and Bunker Lake Blvd. The prelimimll)' plat <br />proposes to provide access to the site through one access on Ramsey Blvd and one access on <br />Bunker Lalce Blvd. The preliminary plat has been submitted to iilloka County for review and <br />comment. Staff understands that you have had discussions with County Staff regarding the <br />Bunker Lake Blvd access, which is acceptable to the County. <br /> <br />Section 9.50.30 of City Code requires a cul-de-sac with a minimum right-of-way diameter of 130 <br />feet and a minimum roadway diameter of 100 feet. A smaller cul-de-sac may be alloV;/ed, <br />depending on anticipated traffic volume, planned function of the street, and character of abutting <br />land use. "When the City Council previously reviewed plans for this site (October 19,2004 work <br />session), they recommended a smaller cul-de-sac be.cause traffic volume is expected to be very <br />low. The cul-de-sac proposed on the submittal conforms to the recommendations of the City <br />Council made in 2004. <br /> <br />Since direct access to the public roadway win be eliminated by dedication to Anoka County over <br />Lots 2 and 3, it will be necessary to record an access easement between the four lots in this <br />subdivision. <br /> <br />Utilities: The utility plan is being reviewed as part of the site plan submittal. The watermain <br />through the site Vlill be an eight inch ductile iron watermain connecting between existing <br />watermain on Bunker Lake Boulevard and 148tb Avenue in the Regency Pond subdivision. The <br />City will be requesting a drainage and utility easement over this watermain. This easement must <br />be a minimum of 20 feet in width, and must be shown on the final plat. The sanitary sewer <br />services only this -development and is proposed to be as shallow as 4.3 feet in some locations. <br />The City's standard requires 7.5 feet of cover over sanitary sewer without insulation. Staff is <br />recommending that this sanitary sewer be insulated and remain a private utility. <br /> <br />Drainage and Grading: The grading and drainage plan is also being reviewed as a part of the <br />site plan submittal. <br /> <br />Park Dedication: The 2007 Park Dedication fee for commercial/industrial development is <br />$4,738.00 per acre. This fee will need to be paid before the City can release the final plat for <br />recording. <br /> <br />Trail DevelopmentlFees: The 2007 Trail fee for commercial/industrial development is <br />$1,090.00 per acre, This fee vvill need to be paid before the City can release the final plat for <br />recording. <br /> <br />A trail is required to be constructed along the southern portion of the site, along J:?unker Lake <br />Blvd. An easement win be needed over this trail. <br /> <br />Sewer and Water Trunk Charges: The 2007 Sewer and Water trunk fee for <br />commercial/industrial development is $11,306.00 per acre. This fee will need to be paid before <br />the City can release the fInal plat for recording. <br /> <br />22 <br />
