eNP Storage: Site Plan Review
July 26, 2007
Page 5 of4

Access: The site is located on Ramsey Blvd and Bunker Lake Blvd. The plan submittal shows
one access on Ramsey Blvd and one access on Bunker Lake Blvd. Staff has submitted the plans
to Anoka County for review and comment. Since direct access to public roadway will be
eliminated by dedication to Anoka County over Lots 2 and 3, it will be necessary to record an
access easement between the four lots in this subdivision. '

Streets: Section 9.50.30 of City Code requires a cul-de-sac "with a miillmum right-of-way
diameter of 130 feet and a minimum roadway diameter of 100 feet. The proposed turnaround
area at the terminus of 148th Avenue does not meet this standard. A smaller cul-de~sac may be
allowed, depending on anticipated traffic volume, planned function of the street, . and character of
abutting land use. When the City Council previously reviewed plans for this site (October 19,
2004 work session), they recommended a smaller cul-de-sac because traffic volume is expected
to be very low. 'The cul-de-sac proposed on the submittal conforms to the recommendations of
the.City Council made in 2004.

Storm Water Management Fee: The 2007 Stormwater Management Fee for
commercial/industrial development is $4,151.00 per acre. A cash payment is required before the
City can issue abuilding permit for the storage facility site.

REV Number: The development site is 6.2 acres in size. The Residential Equivalent Unit
(RED) for the purposes of quarterly billing for the storm water utility V\ill be determined when
the applicant .submits information on the amount of impervious area for review.

The Planning Commission "Will be meeting at 7;00 pm on Thursday, August 2, 2007 at the
Ramsey Municipal Center, 7550 Sunwood Drive to review your proposed preliminary plat, site
plan, rezoning, and variance requests. You or ybur representative should be present to answer any
questions that may arise. Thank you for your cooperation in this process.

If you have any questions, please call us at (763) 427-1410.

Respectfully,

CITY OF RAMSEY

;;U~~
~~/G~e~,'AICP
Assoctate Planner

~~k~
Steve Jankowski, PE
City Engineer ~

.
