Motion carried. Voting Yes: Chairperson Steffen, Commis~ioner~ Swokow~ki, Donovan, <br />Anderson, Kiefer, Mam, Netzloff, Peterson and Spain Brist. Voting No: None. <br /> <br />Case #3: Filling the Vacancy on the Commission <br /> <br />Administrative Services Waite Smith reported that she checked on the status of terms for <br />Commissioners Donovan, Kiefer, Netzloff and Spain Brist and they are all eligible to serve <br />another full four-year term if they desire. She added that she reviewed the statutes with regard to <br />stipends for the Commission, and it states the Charter Commission is not eligible. Ms. Waite <br />Smith commented that there was also a question raised about a person serving on more than one <br />City Commission. State Statute says that someone cannot be kept from a Charter seat simply <br />because they serve on another commission. She continued that there were four other people <br />interviewed for the Charter Commission at the time Mr. Peterson was appointed. She inquired <br />whether the Commission is interested in re-advertising the vacancy that will be left by Mr. <br />Steffen, or take from the applicants already interviewed. <br /> <br />Chairperson Steffen suggested that the interviewing committee should make that decision. <br /> <br />Case #4: Discuss Meeting Time <br /> <br />Staff presented a case inquiring if the Charter Commission is interested in changing the time of <br />their meeting to something earlier than 7:30 p.m. <br /> <br />Consensus of the Commission was that the time should remain at 7:30. <br /> <br />Case #5: Review Proposed Development Moratorium <br /> <br />City Administrator Schroeder presented the Commission with an update on the development <br />moratorium. Council placed a 30-day moratorium on all development in the City of Ramsey, <br />with the exception of commercial, industrial, Sunfish Pond and Alpine Estates. The last <br />comprehensive plan process resulted in confusion as to where the MUSA line is. Council has <br />requested that this question be clarified and the moratorium is scheduled with the intent that <br />questions be answered within that time period. <br /> <br />Case #6: Review Electoral Process Survey Results <br /> <br />Chairperson Steffen stated that electoral process surveys were sent out to the 1996 Mayor and <br />Council candidates along with the question of whether or not they would be interested in <br />attending a Charter Commission meeting to discuss the process. Staff invited those who <br />expressed an interest in attending the meeting. He noted that Mayor Gamec, Councilmembers <br />Haas Steffen and Zimmerman, and Ben Deemer were present. <br /> <br />Each of the candidates commented on the expense of campaigns - money wise and time wise, the <br />ability/inability to cover the entire City, primary elections, wards/precincts, and term limits. <br /> <br />Charter Commission/April 17, 1997 <br /> Page 3 of 4 <br /> <br /> <br />
