Commissioner Van Scoy inquired about the horses on the property.

Mr. Sigler stated he has four recreational quarter horses for leisure riding; nothing competitive.

Chairperson Nixt verified with Mr. Sigler that he does not lease space for other horses to be
boarded.

Commissioner VanScoy noted there was a comment in the staff report about the potential to
negatively impact surrounding properties and the residential nature of the neighborhood.
However, this property is zoned Rural Developing. He drove out and looked at the site, and it
looks about as rural as will be seen in Ramsey. There was a lot of separation between the houses
on the other side of the road and a lot of open space.

Chairperson Nixt asked how much of the equipment is used for the greenhouse activity on the
property .

Mr. Sigler replied none of it. He explained a friend got a divorce and grows his things there and
sells it to companies. The friend has his own trailer that he keeps at his residence and when he
needs to move something he takes what he needs.

Commissioner Hunt asked if the tree farming is part of a commercial operation.

Mr. Sigler replied no, his friend sells the trees at the Elk River gas station on 101 and 12. He just
bought a house in Burns Township with 2 ~ acres; hopefully he will be ready to move.

Chairperson Nixt commented he understands the structure will be large, but this is a ten acre lot.
Staff is concerned this could lead to the potential of business, but there is enforcement capability
through the ordinance.

Chairperson Nixt requested clarification that the garage space would be 17,000 square feet with
the addition.

Mr. Sigler indicated that is the combined size of the structures, including his horse stable.

Commissioner Trites Rolle noted the structure space will be 12,000 square feet over the limit.

Chairperson Nixt stated he supports this. They need to recognize the unique value of being in
Ramsey where they can be in an urban area, but if you want storage for your toys and hobbies
you are entitled to it. This is a 10-acre lot. He would rather have the things inside than outside,
but he would lean towards requiring addition.al screening.

Motion by Chairperson Nixt, seconded by Commissioner Trites Rolle, to close the public
hearing.

Planning Commission/ June 7,2007
