Absent: None. <br /> <br />Motion by Commissioner Van Scoy, seconded by Commissioner Levine, to recommend that City <br />Council approve the request for an amendment to the Armstrong Kennels Conditional Use <br />Permit, based on the findings of fact. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Van Scoy, Levine, Brauer, <br />Cleveland, Hunt, and Trites Rolle. Voting No: None. Absent: None. <br /> <br />Case #5: <br /> <br />Request for Site Plan Review of Boilermakers Local #647; Case of <br />Boilermakers Local #647 <br /> <br />Management Intern Gladhill stated Boilermakers Local #647 has applied for site plan review for <br />the addition of a 425 square foot office/training facility in their current facility. The site is <br />located generally north of Highway 10 and west of Alpine Drive. The subject property is zoned <br />B-2 Business; the proposed building is a permitted use in this district. The site plan complies <br />with the front yard, rear yard, and side yard setbacks established in the B-2 Business District. Lot <br />coverage has been calculated at 13%, which is under the 45% maximum lot coverage restriction <br />established in City Code. The site will derive access from Alpine Drive. The addition will use <br />existing off-street parking and maneuvering areas. The site plan is proposing sufficient parking <br />stalls. Mr. Gladhill stated the proposed rock face concrete block used to match existing <br />conditions on the exterior walls is permitted in the B-2 Employment District. <br /> <br />Management Intern Gladhill stated no landscaping plan has been submitted due to the size of the <br />addition. Mr. Gladhill indicated there were concerns raised today regarding the septic system, <br />which will be addressed as well. Mr. Gladhill advised staff recommends site plan approval <br />contingent upon the compliance with City Staff Review Letter dated June 1 st, 2007. <br /> <br />Chairperson Nixt verified that the recommendations included in the Staff Review Letter are <br />acceptable to the applicant. He requested further information regarding the septic system issue. <br /> <br />Management Intern Gladhill explained it was discussed that there was a previous addition with <br />this project; this is the second addition. There is a question of whether the septic system was <br />updated with that previous addition, or if it needs to be updated with this addition. This issue is <br />being worked out internally by staff. <br /> <br />Management Intern Gladhill replied a lot of this would be addressed at the time of building <br />permit. However, there is not a lot of space to expand the septic system. Although approval <br />might be granted, it should be considered where the upgrade for the septic system would be. <br /> <br />Motion by Commissioner Cleveland, seconded by Commissioner Trites Rolle, to recommend <br />that the City Council grant approval of the proposed site plan contingent upon the compliance <br />with City Staff Review Letter dated June 1 st, 2007. <br /> <br />Planning Commission/ June 7,2007 <br />Page 16 of 31 <br />
