<br />Ramsey. The study identifies market rate and affordable general occupancy rental units as a <br />housing need. The study indicates a need for 125-140 additional units of market rate, general <br />occupancy rental units in Ramsey by 2010. Ms. DaInes advised staffis recommending approval <br />of the site plan, contingent upon compliance with the City Staff Review Letter dated May 31, <br />2007. <br /> <br />Mr. Roger Fink, Trident Development, stated he has several primary points he would like to <br />address regarding the site plan for Terrace Hills Apartments. These points include 1) the <br />proposed alignment; 2) landscape, screening and buffer included in the plan; 3) exterior <br />architecture of the building. Mr. Fink presented the original concept site plan and all subsequent <br />revisions for Terrace Hills Apartments to try to reposition all. of the structural improvements out <br />of the future Highway 47 right-of-way. <br /> <br />Chairperson Nixt noted there is a lot of traffic in the area of the stormwater retention pond. He <br />asked if the pond will be full or dry. <br /> <br />City Engineer Jankowski replied given the water table in that area, it is likely that it will normally <br />be a dry pond. <br /> <br />Mr. Fink explained there will be new plantings that would occur around the edges of the pond, <br />which would be between the parking lot and Dysprosium Street. He indicated locating the <br />stormwater retention pond in this area follows staff recommendation, conforms with site plan <br />standards, and allows them to preserve the parking ratio without having an impact on the future <br />right-of-way. <br /> <br />Commissioner Trites Rolle questioned if there will be appropriate capacity elsewhere for the <br />drainage pond if TH 47 were to be realigned in this direction. <br /> <br />City Engineer Jankowski replied there will be an opportunity to accommodate drainage in other <br />areas that will be modified. <br /> <br />Mr. Fink presented City Engineer Jankowski with revised grading and utility plans. He indicated <br />these plans were prepared for Watershed District submittal as well. Mr. Fink provided a <br />presentation of the revised landscaping plan for Terrace Hills Apartments. The plan being <br />submitted has been reviewed by the Environmental Coordinator and he is confident he has his <br />support, and that the plan will adequately buffer any visual views from the neighboring property. <br /> <br />Chairperson Nixt verified with Mr. Fink that the buffer area will be sodded and irrigated. He <br />inquired about the proposed elevation of the retaining wall. <br /> <br />Mr. Fink replied it will be an engineered retaining wall that could reach 10 or 11 feet and will <br />require safety fencing. <br /> <br />Commissioner Van Scoy inquired about buffering on the west side of the development. <br /> <br />Planning Commission/ June 7,2007 <br />Page 25 of31 <br />
