<br />Mr. Fink stated there is an R-2 district immediately west, which has townhomes and an existing <br />stormwater retention pond. He has talked with staff about any necessary transition buffering. <br />The existing properties are separated by the large retention pond and staff did not see the need for <br />additional buffering in this area. . <br /> <br />Chairperson Nixt noted the northwest comer of the site gets closer to the townhomes and the <br />existing occupants. <br /> <br />Mr. Fink indicated he has worked closely with Environmental Coordinator Chris Anderson on <br />this plan. They focused on adequate plantings and canopy cover, buffer zones and screening, and <br />never at any time has Mr. Anderson recommended that they increase any plantings in this area. <br /> <br />Commissioner Van Scoy questioned if there are buffering requirements between R-2 and R-3 <br />districts. <br /> <br />Associate Planner DaInes replied she believes there are. This can be reviewed by staff, and it <br />could be included in the Commission's recommendation. <br /> <br />Chairperson Nixt stated he appreciates the applicant's willingness to work with the City. Unless <br />the Commission is informed otherwise by staff, the assumption tonight is that the code <br />requirements will be met in the preliminary plat. He asked if the site plan will be reviewed by <br />the Commission again. <br /> <br />Assistant Community Development Director Frolik responded in the negative. <br /> <br />Chairperson Nixt questioned an apartment complex of this magnitude in the City being approved <br />by the Commission without a more thorough review. <br /> <br />Staff and the Commission discussed the review process. Assistant Community Development <br />Frolik explained only the Town Center District requires preliminary and final site plan to be <br />reviewed by the Planning Commission and City Council. This site plan is likened to a <br />commercial site plan for a commercial building, which the Planing Commission would get to <br />reVIew once. <br /> <br />The meeting was recessed at 9:57 p.m. and reconvened at 10:04 p.m. <br /> <br />Mr. Fink provided a presentation of the revised drainage and grading plan for Terrace Hills <br />Apartment. <br /> <br />Chairperson Nixt inquired about the depth of the stormwater retention pond adjacent to <br />Dysprosium Street. <br /> <br />City Engineer Jankowski replied the depth will be approximately 12 feet. City Engineer <br />Jankowski indicated there is a requirement for a 4 to 1 slope. The pond would normally be dry. <br />In reviewing the revised plans, staff will have minor comments to make, such as the fact that they <br /> <br />Planning Commission/ June 7, 2007 <br />Page 26 of 31 <br />
