<br />Associate Planner DaInes indicated the landscaping could be a condition of approval. <br /> <br />Mr. Fink suggested reorganizing the plantings to accommodate the buffer, rather than adding <br />additional plantings to the plan. <br /> <br />Chairperson Nixt commented in light of the discussion of the excessive canopy it seems logical <br />to redirect what may be excessive in one area to another area of the plan if it meets the <br />requirements. <br /> <br />Commissioner Brauer noted the Staff Review Letter states "The site is required to have a <br />minimum of 48,134 square feet of canopy cover. The landscape plan includes a total of 50,115 <br />square feet of proposed canopy cover, including trees used for density transitioning purposes. <br />After factoring out the trees intended for transitioning purposes, there is approximately 47,000 <br />square feet of proposed canopy cover. Another couple of trees should be added to the <br />landscaping plan to satisfy the minimum planting requirements." <br /> <br />Mr. Fink stated he is confident that with the discussions he has had with Chris Anderson, and <br />with the additional trees that have been included in this revised plan, that once Mr. Anderson <br />verifies the calculations of the new impervious surface and the canopy cover, he will be able to <br />recommend approval of this plan. <br /> <br />Mr. Fink stated Trident Development is excited to be part of the City of Ramsey. They are <br />looking to stay on track with this project. There are close to $800,000 in permit fees being <br />generated from this project, and $70,000 of real estate taxes annually from this project. They <br />have done what they can to accommodate the TH 47 alignment. They are excited about being <br />part of Ramsey and look forward to approval and moving on to the City Council at the end of the <br />month. <br /> <br />Motion by Commissioner Levine, seconded by Commissioner Trites Rolle, to recommend that <br />City Council approve the site plan of Terrace Hill Apartments, contingent upon compliance with <br />the City Staff Review Letter dated May 31, 2007, and contingent upon verification that the <br />revised site plan complies with the density transitioning ordinance, particularly in the northwest <br />comer, and to the extent possible to modify the landscaping plan to relocate additional plantings <br />within the site plan to the northwest comer, and with the above requirements contingent on the <br />final grading plan. <br /> <br />Further discussion: Chairperson Nixt stated the retention pond will be prominent and there is a <br />lot of traffic on Dysprosium Street. He would like to see it landscaped properly, with the <br />landscape plan including an evaluation of appropriate irrigation adjacent to the retention pond, <br />and possibly into a portion of the pond. City Engineer Jankowski suggested landscaping could <br />be included somewhat down the slope of the pond. Chairperson Nixt agreed. He stated he <br />would not want a large open space that will be continuously dry except for the growth of noxious <br />weeds that will infiltrate it. Mr. Fink stated Trident Development has a lot of pride in the <br />properties they develop and they realize part of their appeal comes from drive by traffic.
