<br />offices; which equates to 72 spaces in this case. The site plan proposes 53 parking spaces: 13 on- <br />site, lOon-street, and 29 shared. Given the nature of this facility, the fact that 72 should be the <br />maximum number of parking spaces, and that the Town Center guidelines encourage shared <br />parking, it is staffs opinion that the 53 spaces shown on the plans are adequate. The County will <br />enter into a shared parking agreement with PSD, the developer. The parking area that was <br />included adjacent to the southerly site access was of concern. It was designed so that vehicles <br />leaving that parking area would have to back into a traffic lane. This traffic lane could see a lot <br />more traffic in the future as it will serve as an entrance to the entire block as it develops. This <br />parking areahas been removed. <br /> <br />Mr. Jim Deal, PSD, thanked the Commission and acknowledged staff for how they expedited and <br />worked through this process. He stated he will be available to answer questions regarding the <br />overall scheme of the II-acre development. <br /> <br />Mr. Mod Fedors, Buetow and Associates, presented the exterior elevations of the Anoka County <br />Medical Examiner Facility. <br /> <br />Chairperson Nixt stated he appreciates the fact that the County will locate this facility in the City <br />of Ramsey. He inquired about the rationale of why the future expansion could not be on the back <br />of the site in order to meet the setback requirements with the current construction. <br /> <br />Mr. Fedors replied the building cannot expand in any other way. Due to the way the rooms are <br />laid out the building has to expand out towards Rhinestone Street. Mr. Fedors presented a layout <br />of the future expansion. He explained the circulation of the building interior is set in the initial <br />design and the expansion needs to be done the way it has been laid out. A number of designs and <br />concepts have been completed, and the plans presented are the only way the expansion can work. <br /> <br />Commissioner Levine asked, how many people would be on the site at one time. <br /> <br />Dr. Amatuzio, Anoka County Medical Examiner, replied at anyone given time will be two or <br />three physicians on staff, a secretary who will always be at the front desk, and one or two people <br />that can transcribe. There will be someone at the facility 24/7 to receive and release the bodies, <br />make sure the property is handled appropriately, that the bodies are placed in the cooler, and that <br />the appropriate process is followed. During working hours there will likely be 10 to 12 people <br />on site, in the evening there should always be one individual, and there could be two when <br />someone is bringing in a body or a body is being released. <br /> <br />Commissioner Levine inquired about the number of people that will be on site with the <br />expanSIOn. <br /> <br />Dr. Amatuzio replied they will be partnering with Hamline University and there will be students <br />and interns rotating at the facility. Occasionally there will be training for death investigators and <br />law enforcement. As time goes on it is anticipated that more counties in the local area may want <br />to partner with Anoka County.
