Case 3: Highway #10 Redevelopment Plan Second Section At the last meeting, the Commission completed the first section of the Highway #10 redevelopment plan. The EDC has now decided to move to the next section which will entail the area between Armstrong Boulevard Northwest (County Road #83) and Ramsey Boulevard Northwest (County Road #56). The study area will extend on a north-south access from the Mississippi River to 149th Avenue Northwest line. As requested by the Commission, Mr. Gromberg provided a map of this section of Highway #10 Northwest. Mr. Gromberg then proceeded to provide the following description of the area. The north side of the Burlington Northern Railroad Tracks is a prime area for future industrial/commercial development. The area directly abutting Highway #10 along the northside presents some interesting development concerns. This area becomes to narrow for development prior to reaching an intersection with Armstrong Boulevard Northwest. The Commission will need to decide how this will be handled and if it makes sense to create a service road and a terminus for that road. It this is the case than the City may want to review the possibility of acquiring the more narrow areas for the future possible expansion of Highway #10 corridor. On the south side of the Highway #10 roadway is the Anoka County Park with a limited area for possible development. The area to the west includes the Alpaca Estates with a series of one-acre commercial lots along the highway. In addition the EDC should review how a service road could best be constructed across the county park. After a discussion of the future types of uses the EDC determined that the northside of the Burlington Northern Tracks should be for a predominately commercial/industrial with sufficient planning to allow for the construction of required infrastructure. As for the property along the north side of Highway #10 Northwest to be eventually acquired to a point that allows for the development of a service road. The extra property would then be available for green space and possible use as future roadway expansion. The property to the south of Highway #10 Northwest should be developed in some form of mixed residential type use taking advantage of the large county park and the Mississippi River to the south. The design of this area should take advantage of the future extension of City services by incorporating a community water and sewer system. Based upon the discussion it was the consensus of the EDC to have Mr. Gromberg provide a synopsis of the ideas for the first two redevelopment areas for review at the next Commission meeting. Updates Building Projects: The City has received reservations for two additional facilities in the AEC Energy Park. One of these facilities will be a 42,000 square foot facility to be constructed by Sierra Construction. The second is a 25,000 to 30,000 square foot facility for Building Fasteners.
