Case #4: Business Newsletter

As the Commission is aware, during 1996, the City produced one issue of the Ramsey Business
Newsletter. During 1997, it is the City's intent to increase the distribution of this document to
become a quarterly publication.

A draft of the first 1997 issue was distributed to the EDC for review and comment. The current
plan would be to mail the document within the next couple of days.

Chairperson Wagner inquired if it may be possible to add a small blurb about the programs that
are available from the City to assist businesses.

Mr. Gromberg suggested that a better idea may be the Ramsey Resident as the business
newsletter is directed more towards existing businesses. However, he would see if this could be
worked into the document.

Commissioner Nelson asked if we could add any graphics to the document.

Mr. Gromberg replied that, in the last issue, we did include pictures; however, due to the volume
of information in this issue, we were unable to include any graphics.

Commissioner Montague had some suggested changes for the document and would be
forwarding those to Mr. Gromberg for inclusion. After the correction and changes are made, it
was the consensus of the Commission to print and mail the newsletter.

Case #1: Highway #10 Redevelopment Plan

One of the projects the EDC has identified to undertake during 1997, is the development of a
plan for the Highway #10 corridor. This plan should be developed in accordance with both the
existing and the possible future uses for the area. The half-section maps for the area and the
zoning maps for both Elk River and the City of Ramsey were displayed.

Mr. Gromberg stated that he spoke with Chairperson Wagner about which section of Highway
#10 to focus on with the beginning of this program. It was agreed by both, that the western
portion of Highway #10 would be easier, as less has happened and changes in uses can still be
undertaken.

Commissioner Scheiber suggested that a listing of zoning districts and the uses that are allowed
in those districts would be helpful in developing the plan.

Mr. Gromberg said he would forward copies of those documents to the commission members by
the time they receive the next agenda.

The EDC then spent some time reviewing the current uses and how those could be incorporated
into the possible future plan. In addition, the EDC reviewed the type of zoning that Elk River
has currently instituted along the Ramsey border.

Economic Development Commission/March 6, 1997
Page 4 of 5
