<br />CASE # 1 <br /> <br />SKATE PARK PLANNING <br />DISCUSS COMPONENT PHASING AND HAPPY DAYS CONNECTION <br />By: Mark Riverblood, Parks Supervisor <br /> <br />Background: <br /> <br />At the Commission's May meeting, the planning process for the Skate Park proposed for <br />2008 within the Parks Capital Improvement Program continued. Below are the planning <br />tasks in italics that have occurred. <br /> <br />o January '07: Planning begins; review skate parks in general, identify general <br />considerations and timeline for planning process. Become familiar with Roller Device <br />Ordinance (prohibiting skateboarding etc. in certain areas of Town Center). (Complete- <br />city-wide site analysis began recognizing Town Center uncertainties) <br /> <br />o February: Review pros and cons of park locations for the interim location; identify <br />scope of project (E.g. Tier 1 or Tier 2, BMX uses etc.). Discuss user demographics. <br />(Complete - Tier 1 chosen, with BMX uses to be included) <br /> <br />o March: Introduce the undeveloped west side of Alpine as an interim skate park site - and <br />discuss sight-line and access issues on Alpine Drive. (Complete - site determined to be <br />appropriate or complementary with future winter use development at Alpine) <br /> <br />o April: Receive presentation by local vendorldesigner(s); prepare draft list of amenities <br />and factors crucial to success of project (E.g. proximity of restrooms, litter maintenance <br />concerns, minimum separation from residential units and other site considerations). <br />(Complete. RFP or Bid specifications need to be determined before Council <br />authorization in 2008 - concept plan for Alpine Park reviewed) <br /> <br />o May: Discuss youth involvement in planning. (Strategies developed/implementation <br />begun) <br /> <br />o June: Skate Park process discussed with City Council. (Consensus to continue pursuant <br />to plan) <br /> <br />o July: Intermission in planning - to learn of T-Mobile 's timeline for request to locate at <br />Alpine Park. (Resume active Commission planning in August) <br /> <br />Observations: <br /> <br />Youth participation and Happy Days connection <br /> <br />At the Commission's May regular meeting, there was a unanimous desire to provide an <br />opportunity to involve youth skateboarders in any number of aspects leading up to a skate <br />park facility - most notably, selection of components or design issues. One of the <br />outcomes was that one or more of the Commissioners were going to contact the boarder's <br />
