Councilmember Zimmerman felt that maybe the industry would not want the City to have a <br />monopoly on where these towers can be located. <br /> <br />Mr. Alexander suggested that the City of Ham Lake's ordinance may be challenged and he <br />expressed opposition to an ordinance like that one. He added that he does not have a problem <br />with Ramsey's proposed ordinance as it reads right now. <br /> <br />Les Joles, representing Sprint and PCS, agreed with the way the proposed ordinance is currently <br />drafted - or to make the towers a permitted use - one that would not require a CUP. He added <br />that he is working with the City of Ham Lake and they have had to amend their ordinance <br />already to accomplish what they are trying to. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to table action <br />on this case and that further discussion take place at the June 10, 1997 Council meeting. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Beyer, Beahen and <br />Haas Steffen. Voting No: None. <br /> <br />Case #4: <br /> <br />Award Bids for Park Shelter Construction at Emerald Pond and Rivers <br />Bend Parks <br /> <br />Parks/Utilities Supervisor noted that the City has received three bids for construction of park <br />shelters at Emerald Pond and Rivers Bend Parks and he recommended that the bid be awarded to <br />the lowest bidder, St. Croix Recreation. He explained that the construction of each shelter should <br />include cedar shingles, cupola and water vane, all to be completed by August 5, 1997. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman to <br />recommend City Council adopt a resolution receiving bids and awarding contract of the <br />installation of park shelters at Rivers Bend and Emerald Pond Parks. <br /> <br />Further discussion: Mayor Gamec expressed concern about cedar shingles. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Zimmerman, <br />Beahen and Beyer. Voting No: None. <br /> <br />Case #5: Review Facility Use and Rental Policy - Municipal Center and Park Center <br /> <br />Finance Officer Hart presented the Facility Use and Rental Policy for the Municipal Center and <br />the Park Center. She noted that the policy was effective January 1, 1995, and presented some <br />information from when it was last discussed that some groups should use the facilities at no <br />charge. <br /> <br />Mayor Gamec stated that the City does not charge the Boy Scouts and the senior citizens for use <br />of the downstairs which he agreed with, however, he felt that the Ramsey Lions and the Ramsey <br />Women of Today should be allowed to meet for no charge also. He feels this is a community <br />building and they are community service oriented.
