He added that the Ramsey Lions donated the community sign and he does
not want them to be charged for using it.

Councilmember Beahen inquired who would be charged a rental fee.

Mayor Gamec responded that private parties, church groups, etc. should be charged a fee but
reiterated that youth groups and community groups should not be charged.

Councilmember Haas Steffen felt that the $20 charge is minimal but it helps to subsidize the cost
for extra cleaning, etc.

Upon inquiry, Ms Hart replied that the reason the youth are not charged is because their
organizations do not collect dues from the members.

Motion by Mayor Gamec and seconded by Councilmember Beyer to recommend to Council that
the Facility Use and Rental Policy be amended so that community service groups (i.e. Ramsey
Lions and Ramsey Women of Today) do not have to pay a fee for using City Hall or the Park
Center. They will be responsible for the key deposit of $15 and the damage deposit of $75.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer and Zimmerman. Voting
No: Councilmembers Beahen and Haas Steffen.

Case #6:

Authorize Entering into Contract with North Metro Humane Society for
Animal Control Services

Finance Officer Hart reported it is time to review and renew the contract for animal control
services, the North Metro Humane Society is again the only provider in the area. She noted a
couple of changes in the contract.

Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to recommend
Council authorize the City Administrator and the Police Chief to enter into and sign the contract
for animal control services to be provided by North Metro Humane Society contingent upon
receipt of the appropriate insurance coverage.

Motion carried.
