Case #2: Recycling Contract <br /> <br />Finance Officer Hart reported that the current two-year contract for the residential curbside <br />recycling program with Ace Solid Waste, Inc. is set to expire on December 31, 1997. She asked <br />that a recommendation be made to direct staff to prepare proposals for the provision of the <br />curbside recycling program for a minimum three-year contract or that staff begin negotiating <br />with the Ace solid Waste, Inc. for a two-year extension on the existing contract. <br /> <br />Councilmember Beyer felt that more should be done on the City staff level to promote recycling. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to direct staff to <br />prepare proposals for the provision of the curbside recycling program for a minimum three-year <br />contract. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Zimmerman and Beahen. <br />Voting No: None. Absent: CouncilmemberHaas Steffen. <br /> <br />Case #3: Financing County Road #116 (A.K.A. Transportation Projects) <br /> <br />City Administrator Schroeder summarized the discussions held relating to transportation projects <br />and requested authorization to submit an application for funding. Proposed is that we extend (for <br />purposes of the grant application) the current T.H. #47 project from 142nd, beyond the current <br />limits of C.R. #5, to 153rd Avenue. We would create a project fund at this time with an expense <br />of engineering services in the estimated amount of $5,000. <br /> <br />City Engineer Jamkowski added that following this discussion, Denny Eyler indicated the <br />estimated amount to be more in the $7,000 range. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Beyer to authorize an expenditure up <br />to $7,000 (keeping in mind to negotiate for the $5,000, if possible) for pre-design and application <br />for funding of an improvement project on T.H. #47 between 142nd Avenue and 153rd Avenue. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Beahen and Zimmerman. <br />Voting No: None. Absent: CouncilmemberHaas Steffen. <br /> <br />Mr. Schroeder explained that the second piece of this case is the extension of C.R. #116. This <br />project has been pushed back to 2002 by the County, however, in discussions with Dennis Berg <br />and Jon Olson, they felt that it could be moved up to 1999, maybe 1998, but the City has to <br />choose an alignment and acquire the properties needed. He then presented a map showing three <br />alignments. Mr. Schroeder noted that the northernmost alignment offers more flexibility than the <br />southernmost. <br /> <br />Discussion ensued relating to the alignment. <br /> <br />Councilmember Haas Steffen arrived at 6:36 p.m. <br /> <br />Finance Committee/July 22, 1997 <br /> Page 2 of 3 <br /> <br /> <br />
