<br />Councilmember Strommen indicated she received the same message as Councilmember Look, <br />and she concurs with his response. She received a number of calls and emails supporting this <br />effort. People are finding that the communication route has not worked in the past. <br /> <br />Councilmember Dehen stated regarding the staff administrative fee, his preference is to charge a <br />fee for identifying the problem, if it is in fact found that there is a problem. If staff responds to a <br />complaint and it leads to clean up there should be some sort of small fee, or at least a small <br />penalty, perhaps $40, for staff going out to the property. His second issue is what will be <br />considered an appropriate number of vehicles for extended family types of situations. He <br />questioned if there will be a number of vehicles sitting in someone's yard if there are ten people <br />living under one roof. <br /> <br />Assistant Community Development Director Frolik advised that the City cannot put a limit on <br />the definition of family living in a house. Individuals living in the household that are licensed <br />drivers are entitled to have a car parked there. By virtue of the size of the lot, it will be sort of <br />self-controlling; it is hardto get six to ten vehicles on an urban sized lot. <br /> <br />Councilmember Dehen asked how the properties in the City that do not have paving or concrete <br />surface will be addressed. <br /> <br />Assistant Community Development Director Frolik replied that is an enforcement issue. If an <br />owner is reluctant to put the paving under the parking area the vehicle would be towed. <br /> <br />Councilmember Dehen inquired about enforcement in situations where there has been an <br />individual that lived in the City for 25 years and does not have a paved driveway, but there are a <br />number of vehicles scattered about. <br /> <br />Assistant Community Development Director Frolik replied City Code currently does not require <br />a paved driveway in a rural area; it is required in new developments in urban areas. The parking <br />surface is on the books and can be enforced. <br /> <br />Councilmember Dehen inquired about enforcement when someone does not use their garage. <br /> <br />Assistant Community Development Director Frolik replied there has to be a driveway that leads <br />onto the property, whether it is paved or not, and the vehicle has to be parked on the driveway. <br />If the individual is off the driveway and is parking alongside the garage they would have to apply <br />the appropriate materials there. During recodification this fall the ordinance could be amended <br />to require paved driveways in all areas of the City. <br /> <br />Councilmember Dehen asked if trailers are required to be on a paved surface. <br /> <br />Assistant Community Development Director Frolik replied utility trailers are non-motorized <br />vehicles and can be parked in the back yard on a grass surface; in the side yard trailers would be <br />required to be on pavement in the MUSA area or gravel in rural areas, or on the driveway. <br /> <br />Mayor Gamec indicated regarding Councilmember Dehen's suggestion for a $40 fee, this is the <br />City's responsibility if they are going to put this ordinance into effect.
