Councilmember Haas Steffen felt it was unfair that the exempt employees were asked to come up <br />with their own rating system - they should be allowed to participate - but not have the job of <br />actually doing it. She added that she also is not in favor of retroactivity. <br /> <br />Councilmember Zimmerman stated that the City has wrestled with pay for performance and no <br />one can come up with a plan that seems fair. He felt that the Council should be involved 50% in <br />the performance evaluating. <br /> <br />Councilmember Haas Steffen disagreed and stated that the Council is a policy board - they do not <br />belong in the administration field. Council does not work closely enough with the employees to <br />do their evaluations. <br /> <br />Councilmember Beyer stressed the importance of training for the evaluators. <br /> <br />Councilmember Haas Steffen suggested setting aside funding to develop a system. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to use the 2% <br />set aside to hire a firm to come up with a pay for performance plan. <br /> <br />Further discussion: Councilmember Haas Steffen felt that if you say you have that amount of <br />money to hire someone to do something, that's what it will cost. Councilmember Beyer <br />suggested bids would be requested. Ms. Waite Smith inquired if the Committee is stating there <br />will be no additional increase for the exempt employees for 1997. <br /> <br />Motion failed. Voting Yes: Councilmembers Beyer and Zimmerman. Voting No: Mayor <br />Gamec and Councilmembers Beahen and Haas Steffen. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Haas Steffen to increase the exempt <br />employees' salary by 1%, retroactive to January 1, 1997, and that the other 1% be put into a fund <br />for developing a system for pay for performance. This motion does not include an additional <br />raise for the City Engineer who received a 6.47% increase previously nor does it include the <br />Police Chief and the two sergeants - all of whom were appointed to these positions in 1997. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen and Beahen. Voting <br />No: Councilmembers Beyer and Zimmerman. <br /> <br />Case/t6: <br /> <br />Authorize Line Item Reallocations in the 1997 Adopted Budget for Cost <br />Center #452 - Park Maintenance <br /> <br />Finance Officer Hart explained that in the past, we have always made "blanket" budget <br />amendments after the year-end was complete. This year we are attempting to project the year- <br />end position and provide a budget amendment based on that projection. There is no change to <br />the overall budget, but because of classification changes, staff needs the authorization from City <br />Council.
