Motion by Mayor Gamec and seconded by Councilmember Beyer to recommend Council adopt
the resolution authorizing line item reallocations in the 1997 Adopted Budget for Cost Center
452 - Park Maintenance.

Further discussion: Councilmember Haas Steffen suggested that a reallocation be a certain dollar
amount before it has to come to Council.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Beahen, Haas Steffen and
Zimmerman. Voting No: None.

Case #7: Authorize Purchase of One-Ton Pick-Up with Dump Box

Finance Officer Hart reported that included in the 1997 Adopted General Fund Budget is
$25,000 for the purchase of a one-ton truck equipped with a dump box. This truck will be used
primarily for parks and utilities and is an addition to the fleet to meet the needs of this
department. It is not anticipated that this truck will be utilized in snow plow operations other
than to be available to transport the skid steer loader for snow removal operations (such as
around hydrants). This purchase had been delayed pending budget amendment recommendations
from the Parks/Utilities Supervisor for budget line items that are significantly over budget.
(These were addressed in the previous case.) Ms. Hart noted that as members of the Hennepin
County Purchasing Cooperative, we have the opportunity to purchase equipment and vehicles
through contracts already subjected to the statutory bidding laws, eliminating the need to go
through the bidding process ourselves.

Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to recommend
Council adopt the resolution authorizing the purchase of a one-ton pick-up truck with dump box.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and
Zimmerman. Voting No: None.

Case #8:

Review Recommended Changes to 1998 Budget Requests and Schedule
Additional Work Session(s) During November

Finance Officer Hart presented, for review, the recommended increases and decreases to the
1998 General Fund budget requests - the projected revenues and requested expenditures. She
stated that a balanced budget document has to be in place before the public hearing, therefore, the
Council must meet for work sessions on the budget.

Consensus of the Committee was to recommend Council accept the recommendations for the
1998 General Fund Budget and schedule a work session to discuss these changes for Monday,
November 3, 1997, from 5:30 p.m. to 8:30 p.m., with a reconvene date, if necessary, of
Thursday, November 6, 1997.

ADJOURNMENT

Motion by Mayor Gamec and seconded by Councilmember Beyer to adjourn the meeting.

Finance Committee/October 28, 1997
