This may force things so that the other people Will sell or have a better price. <br />He thinks the Council continues to give certain excuses to some extent, although everyone is <br />entitled to their opinion. Something has to happen, and he hates to continue sending this back or <br />denying this plat when the developer has probably d0ne all kinds of work to get this through and <br />work with the City. These eight units times 16 cars will not change the traffic problem there and <br />the problems they are haying on County RoadS. The developer has done the cul-de-sac and all <br />the different things the City has required. He does not know what more they can put on the <br />developer. <br /> <br />Councilmember Jeffrey stated he does not disagree that this developer has done a lot of work, <br />but the average townhomes generate about seven trips per day; thIs would result iti49 trips per <br />day. It has always been a safety issue for.him with Highway 5 and he has been consistent with <br />that. <br /> <br />Councilmember Olson requested verification that there are no turn lanes planned in this location. <br /> <br />Public Works Director Olson stated the County is requiring a.re-striping for a right turn lane, but <br />not a left turn lane.. He.ijldicated he would like to make a.suggestion. One of the concerns has <br />been how they can guarantee there will be a continuation of the road in the future. One thing <br />maintenance staff and engineering looked at today was construct th~ pennanentcul-de-sac on the <br />south side and stripe it so it is indicative of a temporary situation, making sure that is where the <br />permanent cul-de-sac is Ipcated if there is any development to the north. ToMs. Frolik's point, <br />they have discussed this development a number of times and there is atimeHne associated with <br />this. <br /> <br />Assistant Community Development Director Frolik indicated the recent time line extension <br />allows until October 15,2007. <br /> <br />Mayor Gamec asked if it is recommended that the temporary cul-de-sac would be paved. <br /> <br />Public Works Director Olson replied the curbing would be permanent and everything else would <br />be paved with bituminous. . .. <br /> <br />Mayor Gamec stated it should be ensured.that any future developer knows tltat.the street will be <br />constructed, and .that theyiwill have to work that in. His feeling is.that oncetheys~art with this <br />there will be other people ~at do their next parcels. <br /> <br />Councilmember Elvig pointed out they have run into problems before.'"where they thought the <br />City had. access. He questioned if they can be certain that the ground will be dedicated. all the <br />way to the edge of the property. <br /> <br />Public Works Director Olson replied yes, it will be required as part oithe plat. He noted that this <br />has been revised a number of times. In the process of making it to the point where they are, there <br />was a grading plan that needed to be revised, and the developer did not want to revise it because <br /> <br />City Council!
