Councilmember Dehen requested discussion on how the schedule of rates were detennined
regarding how much to bill for each service or truck

Fire Chief Kapler indicated the Minnesota DNR rates for similar types of equipment is included
in the handout. Engine Type I is Ramsey's class of engines; the DNR rate is $200 to $300, and
he suggested $250. These rates are not to make money, but the City needs to cover their costs,
such as fuel costs andtheiongoing upkeep of the equipment.

Councilmember Dehen inquired about the length of the contract if the City were to determine
that the cost is more than.what is being billed out.

Fire Chief Kapler replied the contract has .no term;' it has a termination agreement with a two
year term before it would, become effective. The rates are reviewed annually.

Councilmember Dehen ~tated he appreciates the fact that there is collaboration with other
communities and he would like to see more of that done in their City. It is always good to share
resources.

Councilmember Elvig stated this certainly benefits the north end of the City. Itis a win/win for
both communities with $hared resources, for both. communities to benefit from. A positive
benefit for residents to lobk at is a change in insurance rates. He' explained the northeast comer
of the City is still considered .unprotectedand requested a brief description about this for the
residents.

Fire Chief Kapler stated the true benefit of this agreement for Ramsey is onthe northern portion
of the City. Members involved with the Fire Department will be City of R~sey employees. If
those members are located in Station No.' 3, which will be in Bums Township, and they come
south to the north part of Ramsey, Ramsey will be responsible for that equipment rate and there
will not be a request or .reimbursement on the labor dollars. .i If either of the other two stations go
north to assist Bums Township the same equipll.lentrate applies. Ramsey will be. reimbursed for
the costs of using their tleet to provide service to the other community. Regarding the ISO
rating, there are a few homes in the northeast comer of Ramsey that are beyond five miles from a
fire station. They are consider~d unprotected in relation to ISO, but they are protected by' the
Fire Department.

City Attorney Goodrichr~quested the following ~endments to the contract:
Page 7, Item No. 5K: "..~fund annually $3,600:00..." .
Page 7, Item No.5 AI: ":. .their respectivedep~ildants, event if the injuries..."

City Attorney Goodrich . stated since the work session when this :was discussed, the League of
Minnesota Cities has reviewed the agreement and made comments that 'have. been incorporated
into the agreement. He thinks this is a good~agreement. He spoke with.the attorney for Bums
Township today who has given him a couple of minor typos that will be changed.

Councilmember Jeffrey expressed his support for the agreement.

City Cou~~i1If\ugUst l4,~OOT
"Page22 of.~2
