Absent: Councilmember Strommen. <br /> <br />Mayor Gamec introduced Mr. Gary Alberts who will be involved with the Medical Examiners <br />Facility. Dr. Janice Amatusio stated Mr. Alberts recently received a Good Neighbor Award and <br />it is a thrill to be working with him. <br /> <br />Case #4: <br /> <br />Request for Final Plat and Final Site Plan Approval of GAD's Prairie; Case <br />of Tri-Cor Development <br /> <br />Assistant Community Development Director Frolik stated in May of 2006, the City received an <br />application from Gary and Aaron Stritesky to develop 7 detached townhomes on the property <br />generally located south of 146th Avenue on County Road 5. In conjunctionwith this plat, a <br />request for a rezoning to Planned Unit Development (PUD) was also submitted to allow for a <br />unique housing type of detached townhomes and reduced setbacks. The City Council considered <br />the preliminary plat and a zoning amendment to the pun for GAD's Prairie and unanimously <br />approved both requests on a 6-0 vote, with Councilmember Jeffrey absent. In July of 2006, the <br />Strltesky's sold their interests in GAD's Prairie to Tri-Cor Development. After unsuccessfully <br />seeking a revised preliminary plat proposal, Tri-Cor has submitted a final plat application that <br />substantially conforms to the approved preliminary plat for GAD's Prairie. Ms. Frolik stated the <br />City Council heard this fmal plat case at the meeting on May 22, 2007. The Council expressed <br />concern over the access onto the County Road, and tabled the request for the applicant to revise <br />the plan to accommodate a future, permanent cul-de-sac on the southern portion of the property. <br />This resulted in a reduction of the ultimate build-out potential of this property to seven total <br />units. The City Council again heard this final plat case, at the meeting on June 26, 2007, <br />examined the. revised final plat, and expressed concern over the access onto the County Road. <br />The Council tabled action on the final plat, requesting that the applicant and staffmeet with the <br />property owners to the north to extflore development possibilities that would result in the <br />connection of Helium Street to 146 Avenue and eliminate the need for an access onto the <br />County Road. <br /> <br />Assistant Community Development Director Frolik stated as directed by Council, staff convened <br />a meeting on July 10, 2()07 with Tim Boe of Tri-Cor Development, Durwood Sagwold (the <br />owner of the middle, one-acre property), Tony WeIman and another board member from the <br />Victorious Jesus Church (owner of the northern parcel), John Peterson (Oakwood Development), <br />and Ben Van See from Commonwealth Solutions, a development company. The topics <br />discussed inCluded: the market value of the property, the feasibility of developing the parcels <br />versus selling the parcels to the applicant, and the development potential of the property, given <br />its size and zoning. The church representatives. expressed interest in selling their parcel, <br />indicating that they would not be able to develop it or act as a partner due to staff and time <br />constraints. The owner of the middle parcel indicated that it was not possible to develop his <br />parcel given the existing zoning and the requirement for a throl,lgh street. The applicant <br />expressed interest in purchasing all the properties. The developers that were present discussed <br />the current market value of raw land, offering that $90,000 to $100,000 per acre was a generous, <br />realistic market value.
