time would be back to normal. (The weather focus would be snow.) He inquired if the
Department could entertain the possibility of a Public Works vehicle, equipped with a plow,
could be kept at this location.

Mayor Gamec agreed that a vehicle here at the station is a good idea.

City Administrator Schroeder stated that at the September Road and Bridge Committee meeting
there will be a discussion about having two shifts for snow removal responsibility.

It was stated that when the second station is complete, that may be more centrally located and
probably should be the one to be staffed for a storm.

Chairperson Pearson wondered if it would be a good idea for the Fire Department to have its own
snow removal vehicle/plow.

Mayor Gamec suggested looking at having an extra utility truck left here when we have a
turnover of trucks.

Chief Kapler inquired if everyone feels it's possible to work something out with a current Public
Works vehicle.

Mr. Schroeder announced that City Engineer Jankowski and Public Works Supervisor Mevissen
are going to a seminar on September 3, regarding snow plowing and on September 9, they will
be providing a recommendation to the City Council with regard to what enhancements will be
made in snow plowing. We could add this suggestion to the discussion.

Motion by Boardmember Lewandowski and seconded by Boardmember McLaughlin to adopt a
response by the Fire Department to minimize response time during severe weather. (Response
would be limited to four to six fire fighters.)

Motion carried. Voting Yes: Mayor Gamec, Councilmember Beyer, Chairperson Pearson and
Boardmembers Lewandowski and McLaughlin. Voting No: None. Absent: Boardmember
Weiss.

Case #2: Physical Agility Testing

Chief Kapler reported that everyone on the Department has passed this physical agility test. He
explained that the Department would like to make this agility test mandatory for all new hires
and bi-annual testing for established fire fighters. He stated it's a tough test, but it can be done.
He presented the following suggestions if the test is failed: New recruits - miss the first try - take
a break and try again. Test again within 30 days. Existing fire fighters - miss the first try - take
break - try again - re-test in 90 days - no change in status. If an existing fire fighter misses the
second attempt - up to six months medical leave - no emergency response but it's okay to attend
trainings and meetings.

Motion by Mayor Gamec and seconded by Councilmember Beyer to approve a physical agility
test similar to that of the North Hennepin Fire Protection Council for all new hires and bi-annual
testing for established fire fighters with the stipulations as presented by the Chief for failed
testing.

Fire Board/August 19, 1997
