Resident: I feed the animals in my back yard. Why can't you leave it alone.

Resident: We are getting increased wildlife in the area. There are more pheasants, morning doves,
gray horned owls. etc.

Mr. Droegemueller: I cannot promise you there will not be any impact on that wildlife but a lot of
the park will be passive and undisturbed. I do not think all wildlife will leave.

Mr. Boos: An earlier proposal showed a couple more ball fields. This proposal shows less but we
wanted to maximize wildlife's east/west movement. We will have prairie grass restoration and will
replace weeds. The pheasants need that. We are trying to be sensitive to neighbors but also to the
wildlife and also to minimize maintenance and development costs. These are pretty adequate
landscaping numbers. By the time you end up adding plant value to the wildlife, you may end up
with more wildlife. That was - and is - a concern.

Mr. Wissler: Developing 43 homes - where's the road?

Mr. Boos: The road is where there are breaks in the trees. Some of the other neighbors talked
about relocating trees. We do not want any more than 23 lots adjacent to these homes. The other
plan show 17 lots but, at this point, it's what everyone is leaning toward.

Mr. Struwve: With 23 homes, how big are the lots?

Mr. Schroeder: 100' x 120' or 135'. The lots on the south will be the standard 10,800' lots. On
the cul-de-sac plan, a couple of the lots are fairly large.

Mr. Struwve: You should put in a total of 23 lots altogether.

Mr. Schroeder: But that loses the City more than $150,000. This is a community park.

Mr. Struwve: We will get what we are seeing today.

Mr. Schroeder: We have a buyer who will pay $10,500 for each lot he creates. We have said we
will not allow any more than 43 lots.

Mr. Wissler: Will my taxes go up.

Mr. Schroeder: Your value will go up.

Mr. Wissler: How can it bring the value up. I would not have bought the house I did right now if
I had known 43 houses were going in.

Mr. Cook: The value goes up because of the park.

Mr. Wissler: I am disappointed more neighbors did not show up. He asked Mr. Schroeder how
many other cities he has worked for and wondered if this is what he does.

Mr. Schroeder: I have worked for four cities. I manage cities - I do not develop parks or
subdivisions. By managing cities, I deal with all issues, police issues, street issues, park issues,
etc.

Harris Haugtvedt, 15321 Hematite Street NW, Ramsey: Are we talking about $150,000 homes?

Alpine Neighborhood Meeting/January 2, 1997
Page 5 of 7
