.

.

.

COMMISSION BUSINESS:

Case #1:

Sketch Plan of Sunfish Lake Ponds

Mr. Boos indicated a sketch plan of the project at hand was presented to the Planning Commission
the week of January 6, 1997, for consideration. General discussion amongst Park and Recreation
Commission members ensued.

Adjacent land use to the proposed development is as follows: west and south consists of commercial
property; north is Hunter's Hill Park; and east is Emerald Pond Park. Concerns have been raised
about the addition of seventy-five families to the area and accompanying expectations for provision
of play equipment by the City. Mr. Boos shared a sketch of the development which was modified by
City interns which includes central green space for a potential play area serving development
residents. Pros and cons related to creation of additional green space and location of lots were
discussed. Mr. Boos noted creation and maintenance of a tot lot should not be the responsibility of
the City. He talked about accompanying issues of requiring private development of the roads leading
into the development, as well.

Commissioner Droegemueller confirmed there is one other town home like development; Flintwood
Hills. He indicated concern with creation of an additional same-type development. Other
Commission members responded this type of development offers appropriate housing choices for
current and prospective Ramsey residents which adds flavor to the community.

Input was gathered from Commission members about park dedication fee monies. Commissioner
Johns confirmed the amount of dedication per unit would be $875 per unit.

Commissioner Johns reiterated the need to encourage development of additional green space than
what was indicated on the sketch plan most recently submitted by developers to the Planning
Commission. Commissioner Droegemueller added he believed the modified sketch done by City
interns did not adequately address the additional green space needs. Commissioner LaMere
responded he believed the modified sketch provided appropriate green space.

Commissioner Johns inquired about existence of any trail corridor. Mr. Boos responded there is a
b trail corridor on the west (Sunfish Lake Boulevard) and south (Industry Avenue) sides.

Discussion ensued about location of green space. It was the consensus of Commission members and
Mr. Boos that location of green space should not be near the convenience store which is located in
close proximity to the development.

Motion by Commissioner Johns and seconded by Commissioner Asfahl recommending the City
encourage the developer of Sunfish Lake Ponds development to consider incorporation of additional
green space.

Park and Recreation Commission/January 9, 1997
Page 2 of 5
