Absent: Chairperson Cook and Commissioner Ostrum. <br /> <br />Case #2: <br /> <br />1997 Park Development <br /> <br />Alpine Park <br />Mr. Boos informed Commission members that discussion and accompanying negotiation approval <br />for purchase of the land would occur at the City Council meeting to be held on Tuesday, January <br />14th. There is anticipated input from residents both in favor and against the concept. Assuming all <br />proceeds as planned, the RFP for the grading contract would take a minimum of one month. Various <br />plans and specifications would take a minimum of two weeks with advertizement for bids another <br />couple of weeks. It was noted that shelters for the park will be costly. Either way, money and <br />accompanying deadlines will be tight. <br /> <br />Rivers Bend Park <br />Construction of a shelter by the playground is being planned for. Given cost issues, the shelter would <br />not be immediately equipped with bathrooms. Rather, the shelter would be designed with the <br />potential of adding bathrooms in the future. <br /> <br />RFPs for shelter construction will include construction of a similar, if not identical, shelter for <br />Emerald Pond Park. This type ofRFP process projects a savings often to fifteen percent. <br /> <br />Emerald Pond Park <br />Mr. Boos acknowledged that the tree identification placards in the park have been successful. <br />Commissioner Asfahl added she has witnessed some residents using them. Also, some people who <br />have sponsored trees which have been planted in the park have also assisted in maintenance (i.e. <br />watering) of them as well. <br /> <br />Park Area Adiacent to Industry Avenue <br />Mr. Boos talked about the approved CIP projecting funds in the amount of$50,OOO ($25,000 from <br />TIP and 25,000 from private). A draft budget of $75,000 has been projected which would include: <br />boardwalk, trail, benches, landscaping, picnicking, and light standards. There are potential <br />demonstration projects which could be done by area businesses. For example, Anoka Electric <br />Cooperative could donate lighting materials for a solar/off-peak system. Two businesses which will <br />be located near the park will be Vision Ease (lens grinding plant) and Anoka Electric Cooperative. <br /> <br />A draft sketch of the area to be developed was reviewed. There is also trail identified for <br />development along the west side of the landfill. Additional path/trail extensions were reviewed. <br />Commissioner Johns reiterated a priority need to complete the trail along Industry Avenue (Hwy. <br />116). <br /> <br />Lighting issues were discussed. Residents of the housing subdivision located across from the park <br />are anticipated to use the park as well as employees of the two businesses located near the park. <br />Some Commission members offered that trail lighting might be more subtle versus lighting that would <br /> <br />Park and Recreation Commission/January 9, 1997 <br />Page 3 of 5 <br />
