Motion Carried. Voting Yes: Chairperson Cook, Commissioners Johns, Asfahl, Droegemueller,
LaMere, Ostrum, and Roll. Voting No: None. Absent: None.

Case #3:

1997 Environmental EXPO and Tree Sale

Mark Boos, Parks/Utilities Supervisor, stated the City's Tree Sale will occur on April 26, 1997. The
purpose of the case at hand is twofold: 1) Reminding residents of this event; and 2) Inviting
Commission members to participate in the capacity they desire.

Chair Cook talked about the benefits of the EXPO and Tree Sale and his past personal participation
experiences with this event. He expressed a desire to see the Commission sponsor a booth where
members could be present. As well, brochures and maps could be available and possibly a living map
of Alpine Park could be displayed. It was suggested production ora living map could be done by
a civic club or organization (i.e. Boy Scouts).

Chair Cook and Commissioners Johns, LaMere, and Asfahl volunteered to be present in a booth at
the EXPO/Tree Sale. Chair Cook requested a sign-up schedule of those volunteering at the EXPO
during the times from 9 a.m. to 2:30 p.m. be added to the Commission's March agenda.

Mr. Boos informed those present that a planning meeting for the EXPO/Tree Sale will be help on
February 26, 1997 at 7 p.m. in the Elementary School cafeteria.

Case #4: Communications Tower

Mark Boos, Parks/Utilities Supervisor informed Commission members that review of an ordinance
for communications towers similar to that off of County Road #83 off of Highway #10 will be on the
March or April Planning Commission agenda for consideration and corresponding Council approval.
A picture of an existing tower with improved aesthetics which make it look like a tree was viewed.
It was noted the average revenue would be approximately $1,000 per month. City Staff has
recommended that the Park and Recreation Commission review the proposed towers ordinance and,
at the March meeting, determine which parks, if any, are suitable for the placement of towers and
antennas.

COMMISSION INPUT

Mr. Boos noted a letter received from the Anoka County Department of Parks & Recreation
regarding the Rum River Central Regional Park Master Plan. Chair Cook added he attended the last
meeting addressing this subject. Three items Chair Cook highlighted from the meeting were that no
land will be purchased on the west side of the river as there is a ten-year flood plain; the trail corridor
with corresponding bridge is difficult in that it is located in the flood plain area; and a motorized boat
landing is not recommended, meaning that it would only accommodate small boats which could be
carried in (i.e. canoes). This is also a plan for a large picnic area with a shelter.

Park and Recreation Commission/February 13, 1997
Page 6 of 7
