bordering the northwest side of field #3 might be hit by a stray ball, (adding that this hasn't occurred).
As a result, creation ora batting cage/net set-up would provide adequate protection. Dimensions of
the batting cage would be 12 feet high, 15 feet wide, and 70 feet long. This type of set up would
entail a nylon net which could be disassembled after each game. In response to Commissioners
Ostrum and Asfahl, Commissioner Droegemueller indicated the cage would consist of poles planted
in cement and mounted on a pulley/tension system which could be disassembled following use.
Supplies to install the poles could most likely be donated.

Motion by Commissioner Ostrum and seconded by Commissioner LaMere to allocate up to $800
including shipping and handling charges to purchase the cage/net set-up.

Motion Carried. Voting Yes: Chairperson Cook, Commissioners Ostrum, LaMere, Asfahl,
Droegemueller, Johns, and Roll. Voting No: None. Absent: None.

Commissioner LaMere confirmed pitching machines are taken down after each use.

Mr. Boos inquired whether there is a better location for placement of the batting cage/tunnel when
considering lighting issues. In response to Mr. Boos, Commissioner Droegemueller indicated there
would not be a problem with loaning out of the batting cage/tunnel. He added the batting machine
has been loaned out before.

Patty McGerr of the Northfork Homeowners Association presented Commissioner members with a
revised Budget Proposal. The project area for Northfork is located at 162na Lane where the Itasca
Trail intersects (west central area of Ramsey). The Nortlffork Homeowners Association Contribution
totals $2,435.00 which is broken down as follows: Volunteer Labor @ $805 for 115 hours for
planning, purchasing, planting; Woodchips ~ $240 for 15 years at $16/yard; Equipment ~ $240 for
8+ hours of Bobcat/loader and/or trucks and trailers for woodchips and other materials at $30/hour;
Rototiller ~ $60 for 4 hours usage or rental to incorporate and aerate soil at $15/hour; Publicity ~
$100 for bulletins, newsletters and postage within association to solicit participation; Refreshments
~ $100 for volunteers and Sentence to Serve individuals; Black Dirt and soil @ $750; First Year
Maintenance ~ $140 for minimum 20 hours volunteer time. Lawful Gambling Fund contributions
of $1,675.00 are broken down as follows: Deciduous Trees ~ $150 for purchase of one or two "B
& B" trees or the tree spade salvage of native trees (i.e. oaks) from building sites (65" tree spade at
$75/hou0; Coniferous Trees ~ $225 for purchase of 3 large spruce or pines; Miscellaneous Shrubs
and Perennials ~ $150 for purchase of 13 or more shrubs and plants; Benches ~ $400 which may
include concrete footings or chains and concrete to secure benches; Black Dirt and Soil ~ $750.

Discussion ensued amongst Commission members about expansion of the proposed plantings in order
to "beef up" the project, recognizing a corresponding increase in the amount of labor.

Motion by Commissioner Johns and seconded by Commissioner Asfahl to use the remainder of
monies left in the Lawful Gambling Improvement Program to improve and expand the project's
plantings.

Park and Recreation Commission/February 13, 1997
Page 5 of 7
