With the seating arrangement inside of 24 seats, they will not have a sit- <br />down dinner sort of thing, and 24 would be the maximum. <br /> <br />Commissioner Brauer stated this case is interesting to him in that as they have worked their way <br />through Ramsey3 they have talked about walkability and multiple uses. The idea of being able to <br />have something like a deli in a neighborhood so you do not have to get in your car and drive to <br />someplace else was brought up during the Ramsey3 process. He thinks there was some <br />consensus that a lot of people involved in that would like to see that happen, and the idea of this <br />deli fits into that. It is interesting about that traffic in that one of the suppositions people were <br />making about the walkability issue is if you put a facility like a deli closer to people so they can <br />walk to it, it will reduce traffic. So at what point do they factor in possible reduction of traffic <br />because people do not have to drive. <br /> <br />Commissioner Trites Rolle pointed out the potential is that the majority of the traffic would be <br />from the people that are driving there anyway for the daycare. <br /> <br />Mr. Petrow stated over the years the secretarial service has been a very good neighbor. He has <br />strayed a few people out of the parking lot in the middle of the night for the secretarial service, <br />and they have allowed him to use the parking lot for things like his daughter's wedding and <br />graduations. He stated his primary concern is the hours of operation and how they will get <br />people on and off County Road 5, which is getting difficult now, and he has seen close calls. His <br />other primary concern is not so much morning traffic, but something on the order of Quizno' s <br />that would be open until midnight. This is a residential neighborhood. l57th Lane is already <br />starting to break up a little bit due to the added wear and tear, and it cannot take a lot more traffic <br />without some changes like turn lanes. <br /> <br />Commissioner VanScoy noted in regards to the times of operation, item number 8 in the new <br />conditional use permit states that no external activities, other than vehicles entering and exiting <br />the Subject Property, may occur prior to 6:00 a.m. and after 8:00 p.m. <br /> <br />Associate Planner Geisler indicated this was carried over from the original conditional use <br />permit, which did not anticipate a deli type operation. The Commission may want to suggest <br />changes to this. <br /> <br />Chairperson Nixt indicated there should be two types of traffic flow recognized for any business <br />engaged in retail; the period that the business is open for operation and the aspect of employees <br />coming to the property. It would be his recommendation if the Commission determines to <br />recommend approval of the conditional use permit amendment, that they specifically dictate the <br />hours of operation for the deli and state the maximum number of tables or a maximum square <br />foot limit on the size of the operation, rather than trying to deal specifically with the traffic flow. <br /> <br />Chairperson Nixt also suggested an additional item in the conditional use permit to address <br />screenmg. <br /> <br />Planning Commission!
