<br />to stick with the fact that they are talking about the deli, and the deli needs to stand alone in a <br />sense as to how much more traffic it would cause, additional problems it would cause, and if it is <br />good for the neighborhood. There was mention that the daycare could have food brought in <br />instead of having the deli, but that will cause trucks moving back and forth on a daily basis, <br />while if the food is prepared there he thinks it will be an advantage to the neighborhood. <br /> <br />Commissioner Levine stated he struggles with the commercial/deli aspect ofthis. They will need <br />to have some sort of food service for the daycare, but he thinks they are crossing some sort of <br />line by saying now they can have a commercial operation there as well. He struggles a bit with <br />that; it makes him uncomfortable to put a commercial or a deli type operation in the residential <br />area. <br /> <br />Commissioner VanScoy indicated he feels a little bit of that, but on the other side it does not <br />appear to be focused as a commercial entity; it would be supporting what they have. He does not <br />think they will be looking for a great many people driving through; the applicant did not even <br />mention a drive-thru, and it will not pull in that convenience type of traffic. He does not see it as <br />a major issue, and thinks it would be an amenity for the neighborhood. The other thing to <br />consider is that one of the reasons they were considering the uses. for this land was because of the <br />building that was there already that needs to be utilized in some form, and since another church <br />was not coming in they needed some use for that. To him that is a reasonable use for the land <br />and the building. <br /> <br />Chairperson Nixt noted one advantage with the deli that there is not currently is the ability to <br />impose additional conditions, such as screening, landscaping, and buffering, which would screen <br />off the building more from the residential sides than currently would have to be done to go <br />forward with a site plan for a daycare remodel. <br /> <br />Commissioner VanScoy asked if signage or advertising is planned for this building. <br /> <br />Ms. Lublin replied they currently have signage on the comer. She was considering putting some <br />kind of signage on the end of the building. They want to call the daycare the Learning Lodge <br />with a northern Minnesota kind of look. She stated she does not think the neighborhood would <br />like it very well if they were to put in a whole residential complex with townhomes as thick as <br />they are going in across 157th Lane, or the cottages with the long street. This use will have less <br />traffic and it keeps open space there. They have been good neighbors and have a good reputation <br />for how they run their business. She understands the traffic concerns, but there would be the <br />same concerns with a residential use. <br /> <br />Commissioner VanScoy asked if it is planned to advertise the deli to draw in traffic. <br /> <br />Ms. Lublin replied she does not know that they will put any signage out there. They are not <br />planning to have a big business with the deli, it was just an interest she had a long time ago. It is <br />not a big money maker, and she thinks it would be a great thing for the neighborhood.
