The delicatessen <br />operation is limited to 18 seats. <br /> <br />Further discussion: Commissioner Brauer inquired about requiring a traffic study. Chairperson <br />Nixt noted a traffic study might give them an answer that imposes obligations on someone other <br />than the applicant. Commissioner Trites Rolle suggested that the traffic study may not be part of <br />this particular case of adding the deli. City Engineer Jankowski advised he thinks this will be a <br />rather unique type of delL If the clientele is geared more towards the parents of children in the <br />daycare and the neighborhood, he thinks it will be a much lower traffic generation rate than a <br />standard commercial deli. <br /> <br />Motion carried. Absent: Commissioner <br />Cleveland. <br /> <br />Case #3: <br /> <br />Request for Site Plan Review of Northern Counties Secretarial Services <br />Expansion; Case of Carol Lublin <br /> <br />Associate Planner Geisler stated the site plan for Northern Counties Secretarial Services is <br />proposing to construct a 4,434-square foot addition onto the existing NCSS building, which is <br />about 6,650 square feet in size. The subject property is approximately 5.6 acres in size and is <br />located in the R-1 Residential: Rural Developing District. The addition is proposed to be used for <br />a new daycare facility and a new delicatessen. The site plan was evaluated according to B-1 <br />Business District zoning standards, as well as some specific setback requirements called out in <br />the existing CUP. The site plan is meeting all setback requirements. Ms. Geisler stated with the <br />expansion, building coverage on the site will be 11,084 square feet or 5%; the B-1 District allows <br />up to 35%. The CUP also allows building expansions up to a footprint of22,000 square feet. City <br />Code requires one parking space for each 300 square feet of office use, and one space for each 3 <br />restaurant seats. This works out to a need for 48 parking spaces. The existing parking lot is <br />sizable, and accommodates 48 parking spaces easily. The eastern portion of the lot is starting to <br />deteriorate; staff is recommending that the unused portion of the lot be removed and sod <br />installed. Staff is also recommending that the remaining parking area receive an overlay. Ms. <br />Geisler stated the building currently gains access from 157th Lane; a second unused and gated <br />access is located off of 158th Lane. The existing building material consists of brick. The <br />expansion is proposed to be a combination of brick and lJ4 log siding. Both materials are <br />permitted in the B-1 District. A grading and drainage plan has been prepared for the site, but very <br />minimal site work will be conducted in conjunction with the building expansion. The <br />landscaping plan has been reviewed and is acceptable.
