<br />street would not get upgraded unless the City decided it is critical enough to put it in the Capital <br />Improvement Program, and those are funded through the general fund. <br /> <br />Ms. Abendroth stated they cannot really understand by the plan how much internal room there <br />will be there be for 91 children in the winter. She asked how the outside area will be facilitated <br />to make it safe being located right on a busy highway. <br /> <br />Chairperson Nixt explained the number of children will be regulated by State law according to <br />the square footage ofthe facility. <br /> <br />Commissioner Trites Rolle noted page 2 of the staff review letter states that the play area will be <br />fenced in. <br /> <br />Chairperson Nixt pointed out there is a daycare facility on the west side of County Road 47 with <br />fencing, and to his knowledge there have not been any incidents with children running out to <br />Highway 47 over the fence. The area proposed to be fenced is about 4,700 square feet, which is <br />about the same size as the expansion. <br /> <br />Motion by Commissioner Van Scoy, seconded by Commissioner Hunt, to recommend that the <br />City Council grant approval of the proposed site plan contingent upon compliance with the City <br />Staff Review Letter dated July 3,2007, and contingent upon the granting of the Conditional Use <br />Permit. <br /> <br />Motion Carried. Horton Inc. received final site plan and final plat approval <br />of Ramsey Town Center 6th Addition in May of 2005. In November 2006, the City Council <br />granted an extension of final plat approval until May 2008. D.R. Horton now wishes to make <br />some revisions to the original plat, thus requiring review of a new preliminary plat and site plan <br />for the project. The Subject Property is west of Ramsey Town Center 2nd Addition, D.R. <br />Horton's first phase oftownhomes which are immediately west of Ramsey Blvd. The previously <br />approved plan had a total of77 units (43 rowhouse units and 34 back-to-back units); the revised <br /> <br />Planning Commission/ July 11, 2007 <br />Page 16 of 21 <br />
