The primary reason for the plat <br />revision is to accommodate a change in the type of units to be constructed <br /> <br />Ms. Geisler indicated the new building elevations are somewhat different than the previously <br />approved rowhouse units. Staff is recommending that some minor changes be made to the <br />middle units within the building. All of the proposed units meet setback and driveway length <br />requirements. Ms. Geisler advised staff recommends that the revised preliminary plat and <br />preliminary site plan of Ramsey Town Center 6th Addition be approved subject to compliance <br />with City Staff Review Letter dated July 3, 2007. <br /> <br />Citizen Input <br /> <br />Mr. Ron Mullenbach, D.R. Horton, stated 77 units were platted by RTC a little over two years <br />ago. Since that time, a number of things have occurred and D.R. Horton has chosen to redesign <br />this. About the same time that they started with the redesign they received the public hearing <br />notice about another builder going to more back to back units. This turned out to work well for <br />them, and it seems they have a balance in that neighborhood. Mr. Mullenbach stated the new <br />product being built in rowhomes is a similar layout to what they have in Block 1 of their first <br />phase. It has a little more of an urban feel to it, with steps up to the front door as opposed to a <br />flat entry in the existing design. There are a couple of items in the staff report to note. D.R. <br />Horton would prefer to keep the architecture as it is now, rather than the recommendation that the <br />area on the front of the building be brought out to the front. Currently two of the four units on a <br />typical building include that bump out, and they would like to keep that floor plan. D.R. Horton <br />would also like to continue putting the decks on the back of the homes, as they have done in <br />Block 1. They feel the decks add a lot of relief to the elevation, and many people actively use <br />those decks. <br /> <br />Commissioner Van Scoy inquired about staff s request for some changes to the elevations. <br /> <br />Associate Planner Geisler explained staff has requested that the bump out be repeated on the <br />interior unit, or that some other detail be added. <br /> <br />Mr. Mullenbach stated D.R. Horton would like to have floor plans both with and without the <br />bump out; maybe they could mix and match where they go on each building. The bump out is <br />about one to two feet that is like a window box area. It requires a slight modification to the floor <br />plan. <br /> <br />Commissioner VanScoy asked if the brick requirement is met. <br /> <br />Associate Planner Geisler replied the brick requirement is 35% in R-2 and R-3 districts, but there <br />is a different requirement in Town Center. She will verify the requirement. <br /> <br />Mr. Mullenbach indicated this plan includes the same level of brick that was included in Block 1, <br />and it appears to be slightly more or consistent with the adjoining neighborhoods. <br /> <br />Planning Commission/ July 11, 2007 <br />Page 17 of21 <br />
