Although he understands the daycare is currently allowed, they need to deal with the <br />traffic now. <br /> <br />Mr. Petrow stated he wonders about noise at 6:00 in the morning right outside his bedroom <br />window. <br /> <br />Mr. Chris Owens stated he works at the secretarial service. As far as the traffic pulling into that <br />parking lot now, they have had about 60 employees in-house working there in the past year up to <br />about six months ago when they started sending people home. There have been 60 cars pulling <br />in and out ofthat parking lot every day, and he cannot see more than that now. <br /> <br />Chairperson Nixt stated there will be trips associated with dropping off and picking up at daycare <br />during a fairly confined period. His wife ran commercial daycare programs for 20 years, and he <br />is familiar with how the operations work and the level of activity. With 91 children there will be <br />15 to 17 staff members to accommodate that, plus the cafe. So although there may be a 40% <br />reduction in staff at the 'secretarial service, there will be the additional traffic, as well as more <br />activity than there was with the secretarial environment. <br /> <br />Mr. Owens stated with the deli most of the customers they are trying to capture are the parents <br />going to the daycare, and the neighbors within the neighborhood on bikes or walking. It is not <br />planned to be a big sit-down restaurant. <br /> <br />Commissioner Levine verified with Mr. Owens that the facilities would be in operation by late <br />summer or fall of2008. <br /> <br />Mr. Louis Abendroth, 15800 Sodium Street NE, stated he owns the property north of the <br />secretarial service. Ms. Lublin has been a pretty good neighbor, but his problem lies with the <br />City. The City opened it up to allow the secretarial service, and now they want to put in 90 kids, <br />which is a small school, and a delilbakery. He questioned where this is ending. He stated this is <br />residential; not commercial. They have rules or they don't have rules. If he wants to sell his <br />place and put up a repair service, the City did it for this property, and they can do it for him. He <br />has no ill will to Ms. Lublin, but if business fails do they then put in "a gas station or a car repair <br />shop. He questioned where the City plans on going with this. He stated this is not commercial, <br />and a bakery and daycare do not belong there. He questioned if the people that live in the area <br />that do not want this have rights. <br /> <br />Chairperson Nixt stated Mr. Abendroth is exercising his rights now. <br /> <br />Mr. Abendroth questioned if the Planning Commission is going to consider that this is <br />residential. He stated he built his house next to the church. No one sells a church, but they did. <br />The secretarial service has been a very good neighbor, but the City keeps adding businesses in a <br />residential area.
