1 <br />Ramsey Town Center 1? - Anoka County Medical Examiner FaciZhy _ Final Plans <br />August 8, 2007 <br />Page S of 6 <br />The Ramsey Town Center Development utilizes regional stormwater ponds for rate control and <br />water quality treatment. Each individual site needs to provide additional water quality treatment <br />through the use of rain gardens or water quality treatment structures. The plan is proposing <br />pervious pavers for the drives leading to the garage doors and an infiltration basin in the north <br />east corner of the site. These practices serve 23% of the site. We have required recent <br />developments to provide closer to 50% coverage with alternative treatment devices. The <br />infiltration basin is overlapped by an optional building expansion which would require removing <br />the basin when the expansion is constructed. Additional devices must be provided. <br />The plans show storm sewer extending east across the adjacent parcel to carry stormwater to the <br />regional system. The location of the storm sewer should be selected to m inimiz e the impact to <br />future development plans for this parcel. The pipes extending across the proposed outlot must be <br />covered with drainage and utility easements. The City takes ownership of storm sewer pipes <br />serving more than one parcel such as these pipes. The connection to the existing line in Peridot <br />Street must be from MH 1101 to the closest structure. We will not accept parallel storm sewer <br />lines in Peridot Street. The storm sewer stub from CBMH 1109 must be extended so that the <br />fixture connection can be made with out disturbing the curb or pavement. <br />The detail sheet must be updated with the current City Details. <br />Street and Binding Access: The site will have one standard access and one right -out only <br />access from Rhinestone Street. The south access will accommodate two -way traffic to and from <br />the site. There is one exit -only access onto Rhinestone Street from the garage. City Staff was <br />originally concerned that this exit would conflict with the two -way access to the south of it. The <br />sole purpose of this exit is to accommodate hearses leaving the garage area, which is not an <br />activity of high frequency. Therefore, . City Staff determined that a right -out only onto <br />Rhinestone is acceptable in this case. The southerly access does comply with the spacing <br />requirements from the intersection of Civic Center Drive and Rhinestone Street. <br />Traffic Generation: As part of the Town Center AUAR, a detailed traffic analysis was <br />completed that anticipated the type and size of development shown on the plat. The proposed <br />development is consistent with the traffic modeling system used as part of the AUAR analysis. <br />Regional road improvements to facilitate the whole Ramsey Town Center development have <br />been agreed upon and have already begun construction. This proposed development does not <br />generate more traffic than was anticipated. <br />Utilities: Utility stubs for water, sanitary sewer and storm sewer have been extended to the <br />property line from the adjacent streets. The watermains must be covered with drainage and utility <br />easements. <br />—120- <br />
