Ramsey Town Center 13 - Anoka County Medical Examiner Facility —Final Plans <br />August 8, 2007 <br />Page 4 of 6 <br />Off-Street Pal.rking Spaces Required: The Town Center zoning district sets a maximum <br />parking space standard of 4 per 1000 square feet of building for medical clinics and offices; <br />which equates to 68 maximum spaces in this case. The preliminary site plan proposed 54 parking <br />spaces: 3 on -site, 2 in garage, 10 .on -street parking spaces, and 39 shared parking spaces with the <br />remainder of the uses to be developed on Outlot GG. The final site plan and the final plat have <br />been modified since preliminary plat to extend the boundaries of the lot to include the 39 parking <br />spaces on the east property line, previously identified as `shared parking spaces' with Outlot GG. <br />The final site now proposes 50 developed parking spaces: 40 on site (35 across east property <br />line, 3 on east wall of building, 2 in garage), and 10 on -street parking spaces on Rhinestone <br />Street. The site plan also identifies an additional 12 proof of parking spaces along the east <br />building wall if needed in the future. It is City Staff s opinion that the developed and proof of <br />parking is sufficient in this case. <br />Signs: Please note that all signs for the proposed building must be approved through a separate <br />sign permit process. <br />Lighting: City standards require that the l minair (light source) must not be visible from <br />beyond the property line. The applicant should submit shop drawings of the lighting fixtures for <br />review and approval by the City Engineer. Considering that the parking area will be <br />expanded in the future, any trees that are located in that vicinity now may be damaged or require <br />removal when the adjoining area is developed. Due to these considerations, Staff believes the <br />landscaping plan, dated July 13, 2007, is acceptable. <br />'Free Preservation <br />This site is devoid of any significant tree cover and therefore, no tree preservation plan is <br />necessary. <br />Grading and Drainage: This building is one of five (5) proposed for the site. The building <br />floor elevation should be set to be above the adjacent grade on Rhinestone Street while meeting <br />accessibility guidelines. The grade from the building to the property lines and extending to the <br />limits of the shared accesses must be set to match the plans for the future buildings and parking. <br />The grading plan needs spot elevations. <br />—119— <br />
