_1_ <br />Ramsey Town Center 13` - Anoka County Medical Examiner Facility — Final Plans <br />August 8, 2007 <br />Page 3 of 6 <br />that buildings will line the circumference of the block and the surface parking will be <br />provided on the interior of the block. None of the surface parking is located adjacent <br />to Rhinestone Street N.W. <br />• Generally, buildings should be located at the street right -of -way; withh no more than <br />60% of the building .beyond the maximum setback. Encourage recessed entries and <br />ivindows to create street level interest. The proposed does exceed the 15 foot <br />maximum setback from Rhinestone; however, a planned future expansion to the <br />building will bring it into compliance with the maximum setback. The architects <br />have spandro glass to the street - level, which looks like window glass but does not <br />function as a window, to create street -level interest. This spandro glass was added in <br />areas where normally a window would not be appropriate. The entry from <br />Rhinestone is recessed and connected to the street with an overhead canopy. <br />• Promote multiple stories in this sub - district but occasional single story buildings are <br />acceptable; continuous rooflines and single story buildings should not dominate any <br />street frontage and should be a minimum of 18 feet to the roofline. The proposed <br />building is one level but has been designed with a clerestory to give the illusion of a <br />second story. The clerestory has some windows for natural light to enter the building; <br />but for added architectural features, spandro glass was also added to the clerestory for <br />.more architectural interest. The approximate height to the top of the clerestory <br />feature is 24 feet. <br />• A diverse mix of materials is encouraged, applied in a variety of proportions, <br />exposures, and detailing, especially along all street frontages. The proposed building <br />,gill include a mix of brick, stone, glass, and metal accents. <br />Building Height: The TC -3 District requires a minim oft stories and a maximum of 4 stories <br />for all buildings within this district. However, the Town Center Guidelines for the TC -3 District <br />allow for occasional one store buildings. This building is designed with a clerestory to give the <br />illusion of a second story. The approximate building height at the top of the clerestory is 24 feet. <br />In addition, the site location is not on a highly visible Town Center corridor such as Sunwood <br />Drive or East and West Ramsey Parkway. It is City Staff s opinion that the intent of the TC -3 <br />District has been met. <br />Waste Storage: The waste storage area is proposed to be a masonry enclosure at the rear of the <br />building. The emergency generator is screened by an extension of the building wall. This <br />complies with City Code. <br />Loading Docks: There are no loading docks required for the facility. The deceased will be <br />brought into the facility via a totally enclosed, drive through garage area at the south end of the <br />building. <br />-118- <br />
